The Macau government is increasing its efforts to attract foreign players, and one thing is for certain, at least in terms of tax concessions. Last year, the Macau Government Tourism Office (MGTO) indicated that large amounts of gaming taxes had been exempted in 2024 compared to 2023 for a casino to attract foreign players. This tactic shows that the city is shifting its strategy away from Chinese high rollers and towards all kinds of customers.
Tax Breaks for Global Appeal
According to the gaming law in Macau, casino concessionaires can reduce their gaming revenues tax payment by up to 5% if they can demonstrate that the money came from international players──i.e. people who do not come from mainland China, Hong Kong, or Taiwan. It is essentially a prize for casinos that can successfully market themselves to a global audience.
In its announcement responding to questions by Lei Chan U, a member of Macau’s Legislative Assembly, the MGTO emphasizes that the government has been at work in this area. It has been trying to get the orbit running in the casinos are urged by them to set up a variety of strategies aimed at foreign guests including:
- Establishing foreign gaming zones: Special areas set aside for international players within casinos.
- Expanding their international offices: Increasing their marketing presence and promotion activities in overseas markets.
- Providing private jet services: Proposing measures to provide luxurious transportation options that will attract high-end international gamblers.
- Introducing membership privileges: Setting up programs of loyalty and exclusive benefits for visitors from foreign countries.
Macau is now moving heaven and earth to become a more generally attractive destination.
Encouraging but also a Mystery
Although the MGTO of the GGR tax in 2024 increases is not specified, the head shared at least recently that 398 new concessions were made. What they failed to share this amount with us is a bit disappointing for lack of transparency in an official report. It’s hard to evaluate how well these tax incentives work.
However, the fact that concessions continue to rise shows that Macau’s casinos are indeed drawing more international players. Macau welcomed 2,423,093 international visitors in 2024, an increase of 66% compared to the previous year. That’s certainly good news, although it should be noted that this figure still falls short of pre-pandemic levels no doubt due to the efforts of Macau.
Macau is still in the process of recovering from the pandemic, and attracting international players is seen as an important part of that. That’s one reason why Macau has been trying to shift some of its visitors away from China and other parts of Asia.
Diversification: Vital for Macau’s Future
Macau is trying to attract international players not only to increase gambling revenues but in addition ensure an environmentally sustainable vision into the future. For years, Macau has been all but addicted to Chinese high rollers, which makes it particularly vulnerable when governmental policy or economic conditions inland shift.
Macau can enhance the stability of its gaming sector by diversifying its customer base and attracting more international visitors— no more dependence on any single market enduring demand for jobs in crisis management. That is a shrewd strategy that will ensure Macau remains one of the world’s major gaming centers well into this century. It is also vital for Macau besides high rollers invite and attract the common people in. The more attractions, the better!
The Road Ahead: Maintaining Momentum
The government of Macau has made a promising beginning toward an international clientele, but much to accomplish remains. In the words of Macau’s secretary for the economy and finance, the government and Casino operators must invest in marketing activities and increasing routes for international visitors How about having more international visitors?
They also need to conquer some of the challenges that currently dissuade international tourists, such as language problems, strict visa controls, and a poor image of its cultural attractions Accumulating no more than a few million people per year cannot mean that beings beyond the walls are any longer not cared for by this world or ignored in coverage designed to reflect computer screens onto themselves.
