Estonia has emerged as a major contributor to the European gambling market as a result of its well-regulated environment, competitive tax rates, and transparent licensing procedures. Legal stability makes the ground secure for both local and international operators to work comfortably in an atmosphere of very high competition. Nevertheless, considering high competition from already settled platforms, Estonia is a hub where a gambling business can be pretty profitable while still following all the fair principles of taxation. Having a gross gaming revenue (GGR) tax of 5.5% for remote gambling (as of March 2026) and clear licensing without unnecessary hurdles, it has become the administration centre for advanced operators seeking new paths to growth.

This article was updated on May 1, 2026, and is based on information available on that date.

A brief overview of gambling history in Estonia

Over the years, gambling in Estonia has really taken tremendous strides of change. It is a guessing game that includes card and dice games, usually conducted during informal gatherings. This attitude prevailed until Estonia was given independence from the Soviet Union in 1990. After independence, it was found that there was an economic potential of a regulated gambling industry, and hence its first legal framework was laid down with the Gambling Act in 1995. Shortly after, Estonia’s first major casino – the Reval Park Hotel & Casino – opened in Tallinn.

In 2001 and 2009, the Gambling Act was updated further and clearly defined how gambling is regulated in Estonia. The 2009 updates added online gambling licensing, adding that virtual operators must be located within the EEA and also called upon to fulfil the tax obligation and the legal one of Estonia.

Current situation 2026

In Estonia, in 2026, gambling remains among the most regulated industries; full legality includes both land-based and online activities. It is the Estonian Tax and Customs Board (ETCB) that regulates the market regarding licensing and compliance issues. All operators, local or international, must obtain a license for offering gaming services to Estonian citizens. Players in Estonia have access to all sorts of gambling products such as poker, slot machines, sports betting, and lotteries. International operators can try to attain licenses, but they have to prove that they meet some very strict regulatory conditions, including being located in the EU or EEA.

Regulations and compliance

If an operator wants to operate legally within Estonia, they will have to adhere to extremely stringent regulations provided by the ETCB.

Among these are:

  • Jurisdiction: Operators must be established in the EEA or have a legal body in Estonia.
  • Licensing: Operators must apply both for an activity license and for an operating permit. An activity license is a license to file applications for operational permits, which are required for each form of gambling offered.
  • Financial integrity: In this regard, operators must demonstrate good financial standing; for example, a share capital minimum of €1 million in the case of games of chance operators.
  • Technical Compliance: Games should be tested by accredited laboratories in terms of fairness and randomness.
  • Cybersecurity and GDPR: Operators must also comply with the GDPR and apply all relevant cybersecurity measures accordingly.
  • Responsible Gambling: Operators should provide tools for self-exclusion and support services on gambling addiction.
  • Advertising Regulations: All publicity is to be carried out under strict guidelines and not be orientated to any of the vulnerable groups, of which minors would form a part.

Financial requirements and license fees

Financial requirements to be met by operators entering the market in Estonia are not overly complicated but should be followed very precisely. The respective state fees of activity licenses are as follows: organisation of games of chance, €47,940; organisation of sports betting (toto), €31,960; and games of skill, €3,200. Besides the activity license, a number of other operational permits should be applied for with regard to each single game or platform. The state fee for an operational permit is €3,200.

Taxation

The Estonian licensing regime for gambling operators is highly competitive. Effective March 1, 2026, the tax rate for remote gambling (including online casinos and sports betting) is 5.5% of the gross gaming revenue (GGR). This updated rate follows a period of legislative adjustments aimed at harmonizing the tax landscape. In addition to GGR tax, there is a corporate income tax applied to distributed profits; as of 2025/2026, the standard corporate income tax rate is 22%. No tax is due on retained earnings, with the intention that these can be reinvested in the business.

Generally, all gambling services are exempt from VAT, which is a big cost-saving advantage for the operators.

Application process for a gambling license

The multi-stage process for the gambling licensing in Estonia includes:

  1. Research and preparation: The operators should research very well in the regulatory framework of Estonia and also collect all the necessary financial and corporate documents.
  2. Activity license application: It is necessary to file the application for the activity license in front of the ETCB, backed up with evidence of financial stability and conformity to the regulatory standards.
  3. Operating permit application: Apply for operational permits for each game or platform when the activity license has been awarded.
  4. Payment of all state fees: When filing the applications, this should be paid in advance.
  5. Ongoing compliance: The licensed operators are required to file periodic financial reports and players’ activity. It is bound to conduct annual audits to verify whether the operator is acting in conformity with the Estonian regulations.

Opportunities and further development

The Estonian gambling market is very relevant to operators seeking to develop their activities in the country, given that it combines a tech-savvy population with a well-regulated and crystal clear environment for the industry. Estonia indeed may be viewed by international operators as an extremely appealing market. Online gambling revenues have shown consistent growth, and following the 2026 tax clarifications, the market provides even greater legal certainty. With the government’s continuous support for innovation, digitalisation, and responsible gambling, Estonia continues to be a stable and very profitable market in which to conduct business.

Let’s sum it up!

With Estonia, there is a certain balance that allows the operators to make a good deal out of gambling. From the refined tax rates to the unambiguous legal framework and further to the competitiveness in the market, Estonia is a haven for both online and land-based gambling ventures. Although the industry keeps changing with time, the regulatory approach in Estonia guarantees fair treatment for the players and the operators as far as security in gambling is concerned.
