Since the fall of 2024, we have been closely monitoring the forthcoming DNS blocking initiative in Norway. This legislative measure, which empowers the Norwegian Gambling Authority (Lotteritilsynet) to mandate internet service providers (ISPs) to block access to unauthorized gambling websites targeting the Norwegian market, officially came into effect on January 1, 2025.
The Norwegian Gambling Authority has emphasized that blocking websites offering illegal gambling is a high-priority task, and they expect to take significant action during the winter months. Just before Christmas, we published a list of approximately 50 casino operators who had received formal notices from Lotteritilsynet. While some of these operators are actively engaging with the authority and adapting their offerings to comply with Norwegian regulations, others have chosen not to respond—an option that may lead to eventual enforcement actions.
Ongoing Review Process
Despite the authority granted by the new legislation, no active DNS blockings have been observed yet. In response to our inquiry, the Norwegian Gambling Authority clarified that they expect to shut down the majority of these sites by the end of winter. However, the process involves multiple steps and requires careful execution to ensure compliance with legal standards.
Before ISPs can be instructed to block illegal gambling sites, the NGA must conduct a new review of each website, followed by notifying both the internet service providers and the relevant gambling operators. This ensures transparency and adherence to regulatory procedures.
Timeline and Next Steps
The NGA has indicated that the process is progressing steadily and that they anticipate providing further updates on the supervision efforts by mid-February 2025. In the meantime, gambling operators should consider their options carefully—whether to align with Norwegian regulations or face potential blocking of their services.
