After successfully rolling out online sports betting in the summer of 2024, the Washington, D.C. Council is eyeing an even bigger prize: legalizing online casinos. Councilmember Wendell Felder has introduced a new bill that would allow residents to play slots, blackjack, roulette, and poker right from their smartphones and computers. At the same time, the bill takes direct aim at sweepstakes gaming apps, looking to ban them completely to clean up a gray area in the betting market.
Felder argues that people in the district are already playing these casino games on unregulated, overseas websites. By bringing these games into the light, D.C. hopes to capture the tax money that is currently slipping away while also setting up basic safety rules, like verifying that players are actually old enough to gamble.
High Licensing Costs and Tax Plans
If the bill passes, the Office of Lottery and Gaming will oversee this new digital market. The price of entry is purposely set high. Any company wanting to offer these games will have to pay a massive $2 million upfront fee just to get a five-year license. On top of that, the district will take a 25 percent tax on its gaming profits. When it comes time to renew after five years, the fee drops to $500,000.
D.C. lawmakers have very specific plans for all this new tax money. The first $500,000 collected each year will go straight to the Department of Behavioral Health to help treat gambling addiction. After that, the rest of the money will be divided among several local programs. Programs for debt management and financial counseling will receive 30%. Another one-third will fund survivor services and support for victims of domestic abuse, and another 30% will fund youth employment training in tech-related fields like software development and coding. The remaining 10% will fund research on gambling habits.
Closing the Sweepstakes Loophole
A huge part of this proposed law is its attack on dual-currency sweepstakes games. Right now, these apps operate using a legal loophole. Users buy virtual coins just for fun, but the app gives them “sweeps coins” as a free bonus. Players can then use those bonus coins to win real cash prizes. The new bill completely prohibits any platform that uses several online currencies that can be traded for cash or any kind of prize. The fines for breaking this rule are quite strict: a $100,000 penalty for the first violation, which jumps to $500,000 if it keeps happening.
Corporate Winners and Losers
For the gambling industry, this proposed law creates clear winners and losers. D.C. is driving out the businesses that currently control the legal gray area by dropping the sweepstakes model. This makes it possible for established, licensed betting platforms like BetMGM, DraftKings, and FanDuel to dominate the online casino market without competing with unregulated competitors. However, smaller, independent gaming startups will not be able to play due to the high tax rate of 25% and the $2 million licensing fee. Only the biggest corporations have the cash to pay those upfront costs and still make a profit.
Addiction Risks and Hidden Costs
City officials may welcome the increased tax revenue, but a casino on every phone creates significant risks. Online slots and table games provide instant results, in contrast to sports betting, where players must wait hours or days for a game to conclude. Casino apps are very addictive because of this fast-paced action. By removing the typical barriers that aid in controlling gambling habits, players have a 24/7 casino in their pockets.
Critics of the push for online casinos often argue that allocating just $500,000 to addiction recovery falls far short of addressing the financial damage these fast-paced games can cause. There is also concern that money spent on digital slots no longer goes to local restaurants, entertainment spots, and the physical district lottery. As D.C. weighs the pros and cons, the debate over the hidden costs of easy access to gambling has just begun.
