Virginia bettors wagered $798,878,673 on sports in November 2025, a 5% year-on-year increase, according to the Virginia Lottery’s latest sports wagering activity report filed by licensed operators.
The monthly handle covered from November 1 to 30 and reflects wagering across 14 mobile sportsbooks and three casinos authorized to accept bets in the state during the period. While handle rose versus last November, operator results remained shaped by the same variables that drive most mature U.S. markets during the heart of the NFL calendar: hold rate, promotional activity, and the concentration of volume among the leading apps.
Not every operator contributed to the tax line in November
Virginia players recorded $699,673,957 in winnings for the month, translating to a 12.42% operator win percentage, the Lottery said. Under state law, Virginia applies a 15% tax on sports betting activity based on each permit holder’s **adjusted gross revenue (AGR), defined as total wagers minus total winnings and other authorized deductions.
The Lottery reported that 10 operators posted net positive AGR for the month, generating $14.3 million in tax payments. Those receipts are directed into two state funding streams. By statute, 97.5% of sports wagering tax revenue is deposited into Virginia’s General Fund. In comparison, the remaining 2.5% flows into the Problem Gambling Treatment and Support Fund, administered by the Virginia Department of Behavioral Health and Developmental Services.
2025 ending with nearly $800 million in monthly wagers
For operators, the report provides the latest snapshot of how Virginia’s market is performing, heading into the year-end budgeting and 2026 planning cycles. The state’s framework continues to link tax liability directly to taxable performance on a per-permit basis, meaning outcomes can diverge significantly month to month depending on hold and deduction profiles, even when statewide handle trends upward.
For suppliers and service providers, the data also highlights the scale and consistency of Virginia as a regulated wagering channel, with nearly $800 million in monthly wagers across mobile and retail, paired with a double-digit win rate that can materially impact partner economics in terms of pricing, risk management, and retention strategies.
