Uruguay has made a major regulatory move to strengthen the control of online gambling and sports betting platforms. The Ministry of Economy and Finance, through the National Directorate of Lotteries and Pools (DNLQ), issued a new resolution to strengthen responsible gaming practices and protect vulnerable segments of society in the face of an increasingly digitalized gambling market.
Resolution No. 015/2026 establishes a set of mandatory guidelines for concessionaires operating international gambling and sports betting services on the internet. The resolution is a response to the increasingly rapid development of digitalized gaming platforms and the need for more stringent regulation to prevent addictive behavior, protect minors, and ensure that self-excluded individuals are effectively excluded from accessing these services.
Mandatory Identity Verification for All Users
One of the most significant changes brought about by the resolution is the mandatory establishment of comprehensive identity verification processes for all users registering on licensed online gaming platforms. The concessionaires will also have a 180-day grace period to verify and validate the identities of users who are already registered on the platform, ensuring a smooth transition to the new system.
Under the resolution, the Bancas de Cubierta Colectiva de Quinielas and other licensed concessionaires are required to establish advanced authentication processes. These processes are required to include either face-to-face or remote verification of identity, biometric verification, and a “proof of life” procedure, all of which must be verified through official services provided by the National Directorate of Civil Identification.
These processes are required to be carried out exclusively by state-accredited suppliers and must ensure proper age verification for all users.
International Responsible Gaming Certification Required
Another key aspect of the regulation is that quiniela operators are required to obtain the Responsible Gaming Certification (Level 4) from the World Lottery Association within the set timeframe. This step brings Uruguay’s gaming industry in line with the toughest international standards regarding responsible gaming practices.
The regulation also makes it mandatory that online gambling platforms and mobile apps have visible, direct, and easy access to responsible gaming information. This includes educational resources on problem gambling prevention, strict prohibition of access to minors, self-exclusion options, tools for identifying problem behavior, hotlines, and links to responsible gaming organizations.
Stricter Rules on Advertising and Communication
The resolution, signed by Marcelo Visconti, National Director of Lotteries and Pools, reaffirms the ban on any form of advertising or promotional content targeting minors. All commercial communications regarding gambling activities are now required to feature explicit messages about the prohibition of gambling for minors and the promotion of responsible gaming practices.
This is applicable to all digital platforms, ensuring that marketing strategies keep up with the regulatory framework and incorporate higher levels of social responsibility.

The new regulations in Uruguay are part of a wider shift in Latin America, where governments are working to update their regulatory frameworks to keep up with the digital expansion of online gambling platforms.
