Teens and young adults are pouring millions of real dollars into U.S. sports betting apps, and the paper trail shows how often it happens. What the paper trail does not show is punishment that matches the scale.
A recent analysis of “suspected fraud reports” filed by sportsbooks with state regulators describes a familiar pattern: minors get through ID checks by borrowing a parent’s details, using a relative’s account, or, in more serious cases, using stolen identities. Yet even when an operator flags the activity, shuts the account, and files the required report, the outcome usually stops there. And more often than not, these schemes usually go unnoticed.
Underage access is rising as betting becomes indistinguishable from sports culture
The legal market keeps expanding, and the audience skew that operators chase makes the underage issue harder to ignore. Industry and academic research has repeatedly warned that early exposure increases risk later, and newer survey work suggests gambling already sits in the background of many boys’ online lives long before they turn 18.
Ads and sports coverage are pulling teens toward betting
Legal sports betting keeps growing, and the marketing has grown with it. Odds talk now shows up during broadcasts, on highlights, and across social feeds. Then the same platforms follow fans around with targeted promos on YouTube, streaming, and social media. For teens who already live on those channels, betting stops looking like an “adult-only” product and starts to feel like part of the game.
Lawmakers have started calling this out more directly. In New York, State Sen. Andrew Gounardes said sports betting companies are “playing roulette with kids’ health and safety,” arguing the issue is widespread and needs urgent action. His office pointed to research showing teen boys often see gambling through sports betting and video games, and that many report exposure to gambling ads through algorithm-driven feeds.
In Massachusetts, an audit found sports betting ads reached minors and people with gambling addiction, and noted dozens of complaints tied to youth-targeted advertising since legal betting began.
The industry says it recognizes the risk. The American Gaming Association points to its Responsible Marketing Code, which includes commitments designed to limit underage audiences’ exposure to sports betting advertising. Still, the gap remains clear: even with age-gating and “responsible marketing” promises, teens keep seeing the ads, learning the language, and getting tempted long before they can legally place a bet.
More of a public-policy problem, not a “bad kids” story
Even experts who want tougher protections often draw a line between stopping access and criminalizing teenagers. The more realistic goal is to make underage access harder in the first place, then back it up with consistent escalation when adults enable proxy betting.
The recent data point in one direction: underage betting is not rare, and it is not shrinking on its own. With legal handle still climbing and betting content baked into sports media, regulators and operators will keep facing the same question, whether the current approach, which often ends with a ban and a filed report, is enough to stop minors from treating sportsbooks like just another app.
