The future of the Casino Parque Hotel, Montevideo’s long-standing municipal gaming establishment, has become increasingly uncertain as political tensions rise. In the wake of a recent session with Camilo Benítez, the Director of Economic Development of the City of Montevideo, the opposition bloc intensified its call for the casino’s definitive closure, on the grounds that the operation represents an unsustainable financial burden on the city.
Opposition Renews Calls for Action Immediately
The National Party caucus members, led by councilman Juan Ignacio Abdala, felt the explanations by the city officials were insufficient. Abdala said the party’s position is not new but repeated that there has been “no sense of urgency” by the administration to tackle what he called a structural deficit close to 90 million Uruguayan pesos annually.
Abdala said the financial losses and failure to progress in decision-making justified a firm demand for closure. The opposition maintained that ongoing casino operations, given conditions as they were, did not correspond to a notion of responsible public financial administration.
Administration Proposes Transfer of Control
On the other hand, Montevideo Mayor Mario Bergara remains committed to transferring the casino’s management to the MEF, technically speaking, to the Dirección General de Casinos, to create operational stability and permit the casino to be managed under the same regulatory umbrella as many other gaming establishments in the country.
Abdala, however, said that discussions over the transfer seem to have reached a deadlock. He referred to conflicting public reports, with some indicating that a transfer could be made later this year, others pointing to next year, or dependent upon negotiations of the Budget in the MEF. “Not only do we not know the current status, but they couldn’t answer the question themselves”, Abdala said. He explained that the problem is not one related to transparency but rather to the lack of concrete progress or specified timelines.
Casino Management Focused on Loss Reduction
In the midst of the political friction, Lorena Infante, Director of the Casino Service, emphasized that work is going on to optimize resources and minimize losses in operation. She assured that despite the economic challenges, jobs linked with the casino will be preserved.
Her statement signals that the administration is prioritizing workforce stability as it works to evaluate long-term solutions-whether through improved management or through the eventual transfer of operations.
A Debate Extending Beyond Finances
The controversy over Casino Parque Hotel is not only a matter of operating deficits, but of wider questions concerning the role of municipally-owned casinos, local versus national government responsibilities, and the use of public finances.
As the debate continues, the political divide remains sharp. The opposition sees closure as the most responsible financial decision, while the administration views a transfer of authority as the path forward. One thing that is for sure, however, is that the future of the Casino Parque Hotel hangs in the balance as Montevideo enters a period of political and administrative uncertainty regarding its gaming operations.
