Ukraine’s gambling regulator, PlayCity, has officially launched the test phase for the first stage of the State Online Monitoring System (DSOM). This new digital platform provides the government with direct access to transactional data from licensed operators. It tracks every bet, refund, and payout in real-time to create a comprehensive map of market activity. So far, two operators have completed the integration process while testing continues across the sector.
The regulator describes DSOM as a central tool for digital supervision in the modern market. The initial deployment allows the agency to assess features in practical environments prior to a full-scale launch. The government wants to expand the platform across the whole gambling sector rather than keeping it as a small experiment. This action is a major step toward complete openness in the gambling sector in Ukraine.
Direct Access to Transactional and Tax Data
The DSOM platform records every single financial operation as an individual entry. These include detailed information on wagers, wins, and any refunds given to users. By collecting this operational data, the state can build an accurate picture of the industry’s total revenue. The system also grants the State Tax Service direct access to primary data used for financial calculations.
Specifically, the tax office will use this information to calculate Gross Gaming Revenue (GGR) and taxes on player winnings. GGR acts as the primary benchmark for measuring market size and determining tax liabilities. Previously, the state lacked a functional system to monitor these financial movements in real-time. This new automation ensures that tax calculations remain accurate and based on verified transaction records.
Technical Integration and Data Security Measures
Operators connect their internal software to the state system through a specialized application programming interface (API). This allows for the automatic exchange of data between the gambling companies and the regulator. Each operation receives a unique identifier to ensure that every transaction is recorded separately. PlayCity clarified that the system does not track individual player behavior or the movement of private funds.
The platform uses specific database rules to maintain consistency and prevent technical errors. These rules guarantee that all transactions are only recorded once and cannot be repeated. Additionally, the system has safety measures to deal with internet outages or technical failures. In the case of a transmission failure, the data is kept locally and delivered automatically when the connection is restored. This method keeps important documents safe during unplanned interruptions.
Plans for Analytical Expansion and Second Stage Development
The regulator plans to begin work on the second stage of the monitoring system later this year. This next phase will introduce broader analytical functions for state officials to monitor the market. PlayCity confirmed that it will soon announce a public tender to find a partner for this development. Government funding for this expansion has already been secured through a recent cabinet resolution.
The second stage will include more advanced features, such as the recording of specific game results. It will also allow the state to control the parameters of slot machines across the country. Additionally, the system will account for operations involving substitutes for the national currency. These updates aim to provide the state with a sophisticated oversight tool that covers every aspect of the gambling business.
