UK Gambling Commission Seeks to Review Evolution’s Operator License

On December 20, 2024, the UK Gambling Commission announced the official review of Evolution’s operator license regarding making its games available to operators that aren’t licensed. Upon such a finding, it proved that some of these games from Evolution could be played on websites operating without licensure, and the operator was forced into immediate action. 

Immediate Actions of Evolution

Following the findings, Evolution, which operates online games including Roulette and Blackjack, said it was fully cooperating with the Commission and has pulled its games from the unlicensed platforms. With the festive season around the corner, potential enforcement actions against Evolution loom large. The review can result in a number of different outcomes: no penalty at all, financial sanctions, or even suspension or revocation of its license in the UK. At the moment, the UK makes up about 3% of Evolution’s reported revenue.

Commitment to Compliance

Evolution’s chief executive, Martin Carlesund, made it known that the company was all out to support the licensed market in the UK and to help nip unlicensed traffic in its bud. He added that they were taking all technical tools available towards making their games accessible only through operators who have obtained licenses. Carlesund expressed hope that together, regulators would do more.

In November, Gambling Commission chief executive Andrew Rhodes warned operators to do due diligence on their suppliers to avoid supporting black market activities. Rhodes noted that the Commission’s strategy focuses on disrupting illegal gambling upstream by targeting internet service providers and payment processors.

However, some stakeholders have questioned how practical it is to police the activities of B2B partners. Representatives for German and Swedish trade bodies said ultimately, policing compliance in the licensed market was the regulator’s job.

Asia Challenges

But with bad timing, coming just a week after Swedish-based reporting site Josimar alleged Evolution provided services to several Asia-based operators promoting their services unauthorised across Europe. Some reportedly had UK Premier League team sponsorships. Third-quarter results reported by the group showed around 40% of its business came via Asia.

This scrutiny comes when Evolution is also facing challenges in the Asian markets due to some cyberattacks along with increased regulatory pressures. The note from Regulus Partners warned that the growth in the Asian markets for Evolution may well and truly be over. The firm warned involvement with unregulated markets comes at a serious risk of potential contagion.

As the review unfolds, Evolution has to find its way out of these complexities without harming its reputation and compliance issues related to regulatory standards. The result will be keenly awaited by various stakeholders in the industry as well as regulators. The steps that the company is taking towards being proactive and promoting transparency will be vital in its way to solve these issues and continue the operation in the UK market.
