The UK Gambling Commission (UKGC) has confirmed that it is actively tracking around 1,000 illegal gambling operators as part of an intensified effort to curb unlicensed activity and protect consumers in the United Kingdom.
The announcement came from UKGC Chief Executive Andrew Rhodes during his address at the International Association of Gaming Regulators (IAGR) conference in Toronto, where he outlined the regulator’s ongoing work to limit the reach and visibility of unregulated gambling services targeting UK players.
Focused Action on the Black Market
According to Rhodes, the Commission has analyzed more than 200,000 URLs linked to unlicensed gambling activities. Working closely with search engines and other online intermediaries, the UKGC has successfully facilitated the removal of around 100,000 of these sites. While acknowledging that many of these operators attempt to reappear through mirror websites, Rhodes said that continued enforcement efforts have significantly reduced their exposure and profitability.
He explained that the regulator’s approach aims to make the UK market increasingly difficult for illegal operators to penetrate.
“The removal of URLs alone is not a complete solution,” Rhodes said, “but consistent disruption places sustained financial and operational pressure on those who seek to operate outside the law.”
Reinforcing the Strength of the Licensed Market
Rhodes emphasized that enforcement is just one part of the strategy. The UKGC is also focused on communicating the advantages of participating in the regulated market, where player protections, fair play, and reliable transactions are guaranteed.
He shared data demonstrating the reliability of licensed operators: out of 44.2 million withdrawals processed across UK-regulated platforms, 96.3% were completed instantly, 3.5% were processed within 24 hours, and just 0.1% took longer than 48 hours. This, Rhodes noted, stands in stark contrast to the experiences of players using unregulated sites, where delays or non-payment of winnings are common.
A Balanced and Long-Term Strategy
The UKGC’s actions form part of a broader strategy to maintain high regulatory standards while minimizing consumer exposure to illegal gambling. Rhodes stressed that progress in this area depends on collaboration between regulators, search providers, payment processors, and players themselves.
“Our focus is to keep the UK gambling environment safe and fair by both strengthening the regulated sector and cutting off opportunities for those who operate unlawfully,” he said.
The regulator’s continued vigilance reflects its dual commitment to consumer protection and market integrity in an evolving global gambling landscape.
