Uganda’s National Lotteries and Gaming Regulatory Board (NLGRB) has unveiled the Responsible Gaming Directives 2025, marking a significant step toward fostering a safe and equitable gambling environment across the country.
These directives, issued under Section 5(d) of the Lotteries and Gaming Act, Cap 334, are designed to promote responsible play and reduce the risks associated with gambling activities.
The directives comprise a comprehensive seven-page document detailing the legal obligations for all gaming operators. Accompanying this is a concise one-page public notice that highlights essential rules and protective measures for both players and operators.
Signed on October 16 and officially made public on November 14, 2025, the directives apply to all forms of gaming and betting, including both land-based and online platforms.
“Every licensee shall maintain a Responsible Gaming Policy committing to responsible gaming, player protection and harm minimisation,” the directive states.
All employees must be trained on RG practices
Operators are now required to guarantee that all employees receive training on responsible gaming, recognizing problem gambling, and understanding available support resources.
The directives clearly state, “Every licensee shall ensure that all employees, including new hires, receive annual training on responsible gaming.”
In addition to employee training, the directives outline several player protections aimed at promoting responsible gambling. These protections include options for self-exclusion, as well as implementing deposit and time limits to help players manage their gambling activities more effectively.
“A licensee shall enforce self-exclusion and refuse service to excluded persons; prevent marketing materials from reaching excluded persons; remove excluded persons from marketing databases within two days of notification; close accounts of excluded persons and refund balances; prevent access to gaming or betting services during the exclusion period,” stated the guidelines.
More guidelines for operators
The directives also establish clear eligibility standards for employees, disqualifying underage individuals, politically exposed persons, restricted persons, and anyone with a criminal record from participation in the gaming industry.
Operators are required to make responsible gaming information readily available, which includes displaying helplines, treatment resources, and game rules.
Additionally, any promotions or credits that incentivize excessive gambling are strictly forbidden, ensuring that incentives promote responsible gaming behavior. Online operators must prominently display essential licensing information, contact details, age warnings, and a clear message stating, “Betting is addictive and can be psychologically harmful.”
They must also inform players of elapsed playtime and provide links to resources for dispute resolution, self-exclusion forms, and treatment options. Furthermore, restrictions prevent service to individuals who are visibly intoxicated to maintain a safe gaming environment.
“Any licensee who fails to comply with these Directives commits a breach of licence conditions. The Board may impose an express fine on the licensee for each breach, not exceeding forty-eight (48) currency points. Continued non-payment may result in suspension or revocation of the licensee’s licence,” the directive states.
To ensure compliance with these guidelines, the directives outline consequences such as fines, surcharges, and the potential suspension or revocation of licenses.
