Team King Investment (CNMI) LLC, a company newly incorporated earlier this year, has formally completed the purchase of casino assets previously owned by Imperial Pacific International (IPI) in Saipan. The deal officially closed on August 20, following confirmation in court that Team King had deposited the successful bid amounting US$12.95 million into escrow. This long-awaited transaction concludes months of uncertainty caused in part by a ground lease dispute, which delayed finalization.
Taking ownership of IPI’s core holdings, Team King now controls the stalled hotel development alongside a leasehold interest in nearly 20,000 square meters of land. In addition, they hold an option to acquire IPI’s valuable casino license. The acquisition places Team King at the heart of Saipan’s casino revival ambitions amid an industry environment marked by regulatory and financial challenges.
Unclear Plans for Property Development
While the transfer of assets signifies progress, questions remain about Team King’s actual intentions for the site. Estimates suggest that completing IPI’s original plans will require significant further investment, with costs projected around US$150 million. It is yet to be seen whether Team King will move forward immediately with such capital-intensive development or pursue alternative strategies.
The huge investment needed accentuates the magnitude of effort involved in reviving Saipan’s integrated resort aspirations, with question marks over timing and cost viability in a volatile and competitive marketplace.
Lingering Ties to Imperial Pacific International
Adding complexity to the situation are persistent allegations linking those behind Team King to IPI insiders. Notably, Howyo Chi, who submitted the founding documents for Team King, is reported to have been a director at IPI. Meanwhile, the firm’s sole manager, Hiroshi Kaneko, previously indicated he would put in about US$300 million in IPI.
These associations mean that even if the ownership shift appears genuine, there could be potential continuity of interest or control between them. While such links are not unusual in casino operations, they invite scrutiny in light of IPI’s troubled history.
Addressing Operational Wind-Down
Separately, reports indicate that Team King has agreed to clear out 28 IPI storage containers currently held by local firm Saipan Stevedoring. The company has also committed to settling US$272,580 in accrued fees related to this storage. These practical steps mark early efforts to wind down the previous operation and establish control over the assets and site condition.
Clearing these containers is important to preparing the property for any further construction or redevelopment work, signaling intent to move ahead cautiously.
What Lies Ahead for Saipan’s Casino Scene
The takeover of IPI’s assets by Team King injects a degree of certainty into Saipan’s uncertain casino scene. For years on end, the region had to deal with delayed projects and regulatory scrutiny that have held back any progress. This acquisition could be the basis for a new chapter that focuses on revival and growth.
Meanwhile, the large capital requirements and lingering concerns over ownership relationships underscore the issues that are still ahead before the casino property can really thrive once more.
Saipan’s casino dreams have always been bright, but faced with obstacles. The current news brings guarded hope, moderated by realism regarding the challenges to come.
