Tanzania’s Gaming Industry Faces Challenges as Government Plans VAT Overhaul

Tanzania is set for significant changes in its gaming sector as the government proposes to eliminate VAT exemptions on all gaming supplies. This shift, announced in the 2025/2026 national budget, could have serious implications for the industry, bringing it under the same tax framework as other sports.

Finance Minister Dr. Mwigulu Nchemba introduced this proposal during his budget presentation to Parliament on June 12. He emphasized that this overhaul is not merely about raising revenue, it aims to create a fairer tax environment and is expected to generate an additional 322 billion Tanzanian shillings, or approximately $137 million.

This financial strategy aligns with broader goals of improving public services, stimulating investment, and enhancing social welfare across the country. Nchemba’s approach reflects a commitment to balancing revenue generation with social responsibility. The government hopes that this tax reform will not only strengthen the gaming sector but also contribute to overall economic sustainability and development.

2027 AFCON Might Have Forced New Changes

The recent VAT repeal set to affect a range of gaming supplies signals a significant shift in Tanzania’s tax policy, especially with the country preparing to co-host the 2027 Africa Cup of Nations. While the specifics of which products will be impacted are still unclear, the changes are likely to pass financial burdens onto players, changing their behaviors and the overall business scene.

This move reflects the government’s commitment to applying fair tax principles across all sectors, indicating that no industry is exempt from reforms aimed at equity. Although the gaming industry faces the brunt of this policy, the budget also focuses on preserving VAT exemptions for items that align with national development goals.

Goods like cooking gas cylinders, pollution control equipment, and locally printed newspapers will continue to enjoy tax-free status, supporting Tanzania’s ambitions for sustainable growth and clean energy.

As the country invests in upgrading sports infrastructure ahead of the upcoming tournament, the gambling sector, particularly sports betting, is set to play a crucial role in generating revenue. This budgetary strategy not only seeks to ensure fiscal fairness but also reinforces Tanzania’s broader vision for economic development as it moves towards Vision 2025.
