Taiwan Busts $1B Money Laundering Ring Using Macau Casinos as Front

Taiwan’s Criminal Investigation Bureau has taken down a sprawling money laundering operation tied to Macau casinos that cleaned roughly NT$330 billion ($1 billion) in illicit cash over the course of a year. The bust centered on a 31-year-old mastermind who pulled in recruits to act as money mules, exploiting credit card overpayment tricks to shuttle funds offshore. Local media reports say the Yunlin District Prosecutors’ Office has formally indicted the case after a string of raids across the island.

The setup relied on a network linked to the Jiuzhou casino group in Macau. Dirty money first flowed through shell company accounts, then got pumped into personal credit cards as fake overpayments. That inflated credit limits artificially, giving mules room to load up. They would hop over to Macau casinos, swap the cards for chips at the tables, and cash out almost immediately, turning untraceable funds into clean money ready to move.

Mules Got 1-2% Cut Plus Travel Perks

Those recruited in on the operation earned between 1% and 2% in commission for their efforts, with added incentives such as free trips and reward points thrown in. A notable mule in this operation moved NT$19 million ($575,000) in just 10 days, demonstrating the speed and potential of this operation. Law enforcement monitored this operation from mid-2024 to mid-2025, providing a picture of a constant flow of money in Macau’s casinos.

Law enforcement worked with various casino networks to pinpoint this operation, focusing on the chips, which proved to be the perfect currency—liquid, anonymous, and difficult to track back to their source. The Taiwan side handled the credit card manipulation, while Macau provided the cleanup stage. It was a slick cross-strait play that raked in billions before police caught wind.

Four Raid Waves Net 20 Arrests Island-Wide

The crackdown unfolded in four separate waves, hitting northern, central, and southern Taiwan hard. The police arrested a total of 20 suspects. Evidence was seized linking the gang to the entire NT$330 billion operation. This included account records, credit card usage, and evidence of casino usage, which was locked in the laundering trial.

The 31-year-old mastermind directed all of this. He recruited mules and coordinated with Jiuzhou associates to ensure a smooth flow. Yunlin prosecutors were swift in indicting suspects once raids were complete, laying out trials to reveal how such a huge operation was able to fly under the radar undetected for a full year. Evidence from the sweeps gives them plenty to work with.

Cross-Border Laundering Exposes Casino Risks

This case shines a light on how Macau’s casinos can turn into unintended hubs for big-money schemes from nearby markets. Taiwan mules hitting the tables with juiced-up credit cards let organizers dodge bank scrutiny, converting black funds to white in hours. The 1-2% payouts kept mules coming back, while travel perks made it feel like easy money.

Raids across Taiwan’s regions bagged 20 players, from the top down, with NT$330 billion laundered between mid-2024 and mid-2025. One mule’s NT$19 million in 10 days shows the pace. As Yunlin prosecutors push the indictment, the operation’s takedown marks a win against schemes exploiting gaming’s cash-heavy flow. For Macau, it’s another reminder that chips can clean more than bets.
