The Swedish Gambling Authority has moved against Claymore Malta Ltd, blocking the operator from offering any gambling to Swedish users after finding it had no license to operate in the country.
In its Thursday (Jan 8) statement, Spelinspektionen issued a prohibition with immediate effect, bringing to an end ibet.com and arcticcasino.com operations in Sweden, both sites are being managed by Claymore Malta Ltd.
The authority noted that the law covers all gambling involving money or items of value, and that only products not directed at the Swedish market fall outside this definition. Because Claymore Malta lacked the required approval, its activity was treated as unlicensed gambling, which is a criminal offence under Swedish law.
Claymore claimed to have stopped Swedish marketing
The case began when Spelinspektionen opened a supervisory review after suspecting that Claymore Malta Ltd was directing gambling toward Swedish users through ibet.com without holding a Swedish licence.
Between December 1 and 8, 2025, the authority examined the site and found several signs that pointed toward a Swedish audience. The registration form automatically selected Sweden when accessed from a Swedish IP address, and the regulator also traced promotional activity to Swedish‑speaking content creators and Swedish‑language websites aimed at local consumers.
A covert test purchase was attempted during the review, though it was never compelled. Still, the authority noted that nothing on the site prevented Swedish users from signing up or creating accounts.
The inspection also confirmed that ibet.com and arcticcasino.com were both operated by Claymore Malta Ltd, a Malta‑licensed company registered under organisation number C 90401.
Claymore later submitted a statement on December 12, claiming it had stopped SMS marketing to Swedish customers, removed Swedish language options from ibet.com, and stopped affiliate activity. But Spelinspektionen continued to observe Swedish‑targeted marketing, which eventually led to it banning the operator.
“In consideration of consumer protection, the Swedish Gambling Authority deems it important that the decision is complied with immediately. Therefore, the decision shall take effect immediately.
This decision has been made by unit manager Robert Larsson after presentation by case handler Nikolas Tsoros,” stated Robert Larsson, an SGA’s Head of Unit.
