City of Dreams Sri Lanka is preparing to welcome guests on August 2nd, marking the largest single private investment ever to be made in the country’s tourism industry. We are talking about a $1.2 billion project that is bringing in some serious overseas partners who must be convinced that Sri Lanka is a viable destination.
This is the result of a collaboration between John Keells Holdings, one of Sri Lanka’s leading conglomerates, and Melco Resorts & Entertainment, the Hong Kong-listed gaming and hospitality giant that understands a thing or two about operating integrated resorts. Together, they’ve developed something that’s poised to draw high-spending tourists from all over South Asia, which is quite an ambitious target given how much competition there is in this region.
What Visitors Can Actually Expect
The last component of this enormous puzzle is the launch of Melco’s Nüwa hotel, which will include 113 keys as well as a luxury casino and what they’re calling an upmarket retail precinct. The fascinating aspect to this is that it’s finishing a project that already incorporates the 687-room Cinnamon Life tower, which launched last October 2024. So once everything is up and running, tourists will be able to access 800 rooms in various accommodation categories.
JKH Chairman Krishan Balendra referred to the opening as a “realisation of a key pillar” of the resort development, adding that it sets a new benchmark for regional hospitality and entertainment. Melco Chairman and CEO Lawrence Ho said that “We are thrilled to be part of this landmark development in Sri Lanka… City of Dreams Sri Lanka is expected to serve as a catalyst for stimulating tourism demand and promoting economic growth.“
They’re also adding MICE facilities, live performance spaces, and carefully selected dining by international chefs. There’s also reportedly sustainability-oriented infrastructure and local community partnerships to promote community culture and the arts, which indicates that they’re attempting to build something that benefits the greater community in addition to being an isolated tourist bubble.
Government Support and Regulatory Changes
In June 2025, Sri Lanka’s Public Finance Committee approved the importation of casino hardware under a new framework for monitoring. There’s also additional regulation in the pipeline under something titled the Gambling Regulatory Authority Bill, which indicates they’re implementing good frameworks to oversee this industry.
The government has been doing some other things as well. They’re going to double casino admission fees and raise gambling taxes as part of broader reforms that will increase state revenue.
The integrated resort was recently granted a 20-year casino license, which offers the long-term stability that investors prefer when committing this much capital to a project. Two decades will be ample time to recoup a $1.2 billion investment and earn a profit, provided the market evolves as everyone wishes it would.
Part of a Larger Tourism Plan
For Sri Lankan tourism, the opening is about more than another resort going online. It’s a statement of the country’s vision and its capacity to secure the kind of massive international investment that can truly move a sector. Whether City of Dreams Sri Lanka will serve as a catalyst for a more expansive tourism growth that Lawrence Ho described is uncertain, but the pieces are definitely in place for something large to be accomplished.
