PL 3.405/2023: Ban on Athlete and Celebrity Advertising

PL 3.405/2023, by Eduardo Girão (NovoCE), proposes the prohibition of betting advertising carried out by athletes, former athletes, celebrities, and digital influencers. Girão thinks that these celebrities particularly influence their followers’ engagement in betting advertising campaigns that can support dangerous activity, especially among youth.

Rapporteur of the project Sérgio Petecão (PSDAC) favors the measure and contends that banning celebrity promotions would help to reduce gambling enticement, especially among youth.

The Rise of Gambling and Its Consequences

Particularly concerning gambling addiction, the rise in gambling in Brazil has caused worry. Betting businesses suggest betting is an entertaining and low-risk activity using celebrities in their marketing campaigns. The legislation aims to set guidelines to defend the rights of athletes hurt in contests.

Another bill is Bill 4.439/2024 by Carlos Portinho (PLRJ) meant to help sportsmen understand the limits of their careers and prepare them for life after. Support is to be given to athletes to assist them in designing their professional future following the end of their sports activities.

Brazilian legislation hoping to outlaw gambling promotion forms part of a campaign to control the industry and shield society against the hazards linked with the rise in betting.
