Spain issues €3.5m fines to 26 licensed operators

Spain has entered one of its toughest enforcement years yet, and operators are now seeing how quickly small failures can turn into major regulatory action.

Spain has released a new set of enforcement decisions that show how seriously the DGOJ is treating technical and responsible gambling breaches. The regulator issued €33.5m in penalties, with 26 licensed B2C operators sharing €3.5m of that total. Six unlicensed businesses were fined €5m each and removed from the Spanish market.

The announcement brings total fines for 2025 to €111m, marking a year where compliance pressure has risen across every part of the industry. The ministry in charge, led by Pablo Bustinduy, has used each update to raise expectations on operators and tighten regulatory discipline.

Licensed operators fined for technical and RG failures

The story inside the licensed market is one of routine processes breaking down and turning into very expensive problems.

The DGOJ said the 26 licence holders committed “serious” regulatory breaches. Most cases involved technical systems, data communication, or responsible gambling controls that did not meet the required standards.

Several penalties stood out:

  • 888 Online (evoke) was fined €250,000 for using unapproved or incorrectly configured technical systems.
  • Betfair received a €100,000 sanction for responsible gambling failures, including gaps in player protection processes.
  • Beatya Online, part of Novomatic, was fined €300,000 for software and communication issues that did not meet technical requirements.
  • Entain’s Electraworks Ceuta was hit with €512,000 across three breaches, including allowing access to individuals who were not permitted to gamble.
  • Codere received a €17,500 penalty for a technical non-compliance.

Each case shows how a technical issue or missed safeguard can quickly escalate once the regulator begins its review.

Six unlicensed operators face €5m fines and blocking

The DGOJ also turned its attention towards offshore operators that continued targeting Spain without approval.

Six foreign companies were fined €5m each and blocked from operating in the country. These included:

  • XYZ Entertainment
  • Moonrail Limited
  • EOD Code SRL
  • Samaki
  • Lone Rock Holdings
  • Novaforge

The DGOJ classified these as “very serious” cases. All six operators will now be blocked at the domain level, ending their access to Spanish consumers.

A year shaped by higher scrutiny

The growing list of enforcement actions tells a wider story about how Spain wants its market to operate in 2026 and beyond.

The ministry has pushed for stronger systems, fewer technical lapses and tighter monitoring of high-risk activity. Licensed companies are experiencing more detailed checks on software, data flows and player controls. Unlicensed businesses are being dealt with more aggressively than in previous years.

The pressure is not expected to ease. With enforcement now above €111m for the year, Spain is signalling that operators will need more reliable systems, stronger reporting routines and faster responses to compliance risks.
