The Secretariat of Prizes and Betting of the Ministry of Finance in Brazil (SPA–MF) and the Digital Council of Brazil have renewed their commitment to reduce the illegal and irregular fixed odds bet offer on digital media. A recent addendum was signed on December 30, extending the Cooperation Agreement that was in place from July 3 to December 31, 2025, until the end of June 2026.
Faster Coordination to Detect and Remove Illegal Betting Content
The accord has improved the flow of information between the SPA and the member companies of the Digital Council of Brazil, which includes Google, Meta, Uber, TikTok, Kwai, and Hotmart. With the increased coordination efforts, the removal of the prohibited adverts and content on the basis of Brazilian law regarding fixed-odds betting has been much faster.
According to information issued by the Council, more than five thousand irregular gambling content elements were removed from online platforms based on notifications from the inspection unit of SPA. The collaboration also contributed to an improvement in review processes within organizations for a more efficient response to regulatory notifications.
The revamped framework further uses and builds upon these findings by stressing agility, accuracy, and consistency in taking actions in the digital environment for compliance.
Protecting Minors and Strengthening Responsible Digital Environments
One of the core components of the cooperation is protecting children from exposure to gambling content. The cooperation reiterates compliance with Brazilian legislation regarding the protection of children and adolescents in the digital environment, ensuring that age restrictions are in place regarding such content.
As part of such efforts, the Digital Council initiated the “Rede que cuida” (“Network that cares”) campaign to raise awareness about healthy and responsible use of technologies among kids and adolescents, including messages about gambling-risk awareness. As part of the same efforts, the Digital Council initiated “Controle seu jogo” (“Control your game”); the campaign aimed at responsible gambling practices and the prevention of harm associated with gambling.
These initiatives highlight a broader shift toward risk-prevention and vulnerability-protection strategies, extending the cooperation beyond enforcement into education and public-interest communication.
Policy Improvements and Compliance Alignment Across Platforms
In the early stage of the deal, some online businesses toughened up their own promotion policies for online gaming. Companies have improved age-limit policies, streamlined the adherence process, or revised their Terms of Service/ Betting Rules in line with the new regulations in Brazil.
Some of the requirements that were of utmost importance included the requirement for the marketers to be in a position to show that they are authorized operators known by the SPA.
SPA Secretary Regis Dudena stressed the relevance of the cooperation when he said: “This agreement is producing many positive results and, therefore, its continuity is very important for the protection of people and the increased safety of the fixed-odds betting market in Brazil. The collaboration of the Digital Council of Brazil and its members has been highly relevant for SPA to fulfill its mission. The extension signals that this collaboration will continue, in an increasingly improved form.”
Recognition of Effective Public-Private Collaboration
Felipe Franca, Chief Executive Director of the Digital Council of Brazil, pointed out that the renewal of the partnership is an expression of confidence in the effectiveness of the cooperative approach. Moreover, he said that the partnership has brought about good communication channels, better regulation of irregular betting content, and harm prevention.
According to França, “The accumulated experience enabled faster responses and greater alignment between the platforms’ internal policies and Brazilian regulation. The continuity of the partnership is essential to consolidate these advances and scale a cooperation model that has proven effective.”
The extension until mid-2026 is to further reinforce these institutional achievements and to further develop this model as an intellectual reference framework in complex and rapidly changing sectors such as online betting.

With the renewed agreement, SPA and the Digital Council of Brazil reaffirm their shared commitment to:
