South Korea’s President Questions Private-Sector Casino Licensing Framework During Policy Briefing

The President of South Korea, President Lee Jae-myung, recently expressed his personal views regarding the suitability of the private sector being awarded licenses to operate casinos in the country, considering the act of licensing to be a major favor by the government, which calls for a review of the decision. The statement was made at a policy briefing of the Ministry of Culture, Sports, and Tourism on Tuesday.

Presidential Critique of Private-Sector Casino Licensing

Lee questioned the justification offered for allowing private companies and individuals to manage casinos considering the enormous profits that can be obtained from casino games. Lee questioned the need for casino licensing among private commercial entities, considering that gambling operations have vast financial returns. Lee regarded casino licensing of the private commercial sector as questionable, considering that gambling results in enormous financial returns.

His remarks directly challenged the legitimacy of existing private-sector casino licenses, implying that public-sector operations might represent a more appropriate policy framework for managing casino operations and associated revenues.

Market Response to Presidential Commentary

Paradise Co Ltd and Lotte Tour Development Co Ltd stock prices belong to the private gaming companies operating foreigner-only casinos in Korea and dropped during Wednesday’s trading as an effect of Lee’s statement made on Tuesday. The market’s negative response to the statement is an indication of market concern over possible licensing implications from the president’s doubts concerning private gaming licenses.

Kangwon Land and Deregulation Discussions

During the briefing’s continuation on Wednesday, President Lee received submissions from Kangwon Land Inc leadership regarding the operator’s expansion initiatives and regulatory constraints. Kangwon Land operates South Korea’s sole casino authorized to serve domestic players and represents the largest contributor to the national casino sector’s gaming revenue.

Kangwon Land interim CEO Choi Cheol-gyu presented deregulation requests aimed at enhancing international competitiveness through the K-HIT 1.0 reinvestment program. Choi indicated that current business viability depends upon regulatory relief, specifically highlighting operational constraints including a 180-day annual usage limit for South Korean nationals and daily operation hour restrictions.

Regulatory Expansion Requests

Choi wanted the removal of both the usage time allowed for gambling of 180 days and other limitations on gaming hours per day, the approval of expanded gaming floor space with the second gaming floor in the casino complex, and raising the allowed amount of bet from KRW300,000 to KRW1 million. These are geared towards ensuring that the attraction of foreign gamblers is enhanced in Kangwon Land along with improved prospects for local players.

Presidential Response and Policy Considerations

President Lee characterized the K-HIT 1.0 expansion program as a risky venture requiring careful departmental evaluation, cautioning against potential operational failures resulting from expansion initiatives. He invited Kangwon Land to report any unjust regulatory conclusions directly to the Presidential Office, suggesting willingness to intervene in departmental decision-making if considered appropriate.

Lee referred to the presence of countervailing policy considerations in relation to the social function of gambling, indicating that the activity might convey “terminal symptoms” of decline whilst also appreciating the ability of gambling to facilitate leisure and sporting sectors. This ambivalent framing suggested the president views casino policy as requiring careful balance between economic benefits and social concerns.

Political Economy of South Korean Casino Regulation

The presidential intervention in casino policy matters reflects broader tensions regarding appropriate gaming sector governance. The government’s questioning of profit-making by operators in the public sector contradicts Lee’s reservations about profit-making by the private sector. The stock prices for Kangwon Land Inc. and Grand Korea Leisure were up slightly during Wednesday’s market actions, possibly hinting at the industry’s understanding that involvement by the president could have a favorable effect on government-controlled casinos rather than their competition, contrary to the seeming complexity indicated by Lee’s stance.
