The letter of censure against the operating firm of Resorts World Sentosa has been sent out by the Singapore Gambling Regulatory Authority in the financial year 2026, based on the announcement on its website. It is the sole penalty issued by the regulatory body for the financial year ending March 2026.
Internal Controls Breach
The censure was issued to Resorts World at Sentosa Pte Ltd for failure to implement a specified internal control that had been approved by the authority. The matter relates to Singapore’s Casino Control (Internal Controls) Regulations 2013.
GGRAsia said it has asked the Gambling Regulatory Authority for clarification on the nature of the failure cited in the censure. The regulator’s website did not provide additional details beyond the statement already published.
Latest Enforcement Record
The censure stands as the sole enforcement action recorded by the GRA for the latest financial year. This is different from the last financial year, where the financial penalties imposed were SGD275,000 in total or USD215,356 in the present rate of exchange, by 3 gaming companies.
These sanctions involved a fine of SGD100,000 each imposed on Marina Bay Sands Pte Ltd and Singapore Pools (Private) Limited. Marina Bay Sands is a gaming resort, while Singapore Pools is the only legalized lottery and sports betting service in Singapore. The Resorts World at Sentosa Pte Ltd was sanctioned in 2025, where it received a SGD75,000 penalty as per Regulation 3 of Casino Control (Advertising) Regulations 2010.
Earlier Penalty At RWS
The earlier penalty against Resorts World at Sentosa related to failure to carry out or offer, or cause to be carried out or offered, casino promotions in accordance with approval by the authority. The latest enforcement measures follow those earlier implemented against the company.
There is no information on the particular internal control measure that resulted in the sanctions. As far as this can be ascertained, the company was the only gambling operator listed by the GRA for having violated an internal control in the year to March 2026.
Wider Compliance Picture
The GRA’s latest record shows a much lighter enforcement year than the one before, when monetary penalties were handed out to 3 operators. Even so, the censure against Resorts World at Sentosa indicates that the regulator continues to monitor casino operations closely, particularly when internal controls and approved procedures are involved.
With no further details yet released by the authority, the case leaves the exact nature of the breach unclear. What is known is that the operator of one half of Singapore’s casino duopoly is now the subject of the regulator’s only listed enforcement action for the latest financial year.
