Singapore Casinos Lead Financial Watchdog Efforts with Record STR Filings

Singapore’s casinos have emerged as one of the country’s most pivotal fronts in the battle against money laundering, filing more than 10,000 suspicious transaction reports with the police last year. The overwhelming number of reports from casino operators underlines their increasing importance to efforts to flag suspicious dealings, ranking them second to the banking sector in a year when overall reporting jumped almost 30%.

Record-Breaking Reporting Volume

According to the 2024 annual report from the Singapore Police Force’s Commercial Affairs Department, casinos filed 10,261 suspicious transaction reports, referred to as STRs. The total across all sectors reached 85,988 reports, marking a 28.8 percent increase from the year before. While banks topped the list with 59,945 submissions, befitting Singapore’s stature as a global financial powerhouse, casinos came in second, making up 11.9 percent of the grand total. While this report stops short of breaking out changes year-over-year specifically for gaming, the numbers speak to a sector on high alert.

The Suspicious Transaction Reporting Office of the Commercial Affairs Department is committed to combating money laundering, terrorism financing, and related serious offenses. In this regard, the police mentioned that the sustained growth in filings can be attributed to the continued vigilance of businesses in flagging suspicious activities, which increases awareness of risks related to money laundering and terror financing, particularly outside the financial sector, which includes casinos.

Mandatory Compliance Rules

Local laws leave no room for oversight. Casino operators must submit an STR whenever they know of, or have solid reason to believe, that someone or some transaction links back to crime. Skipping this step could land them in serious legal trouble, turning compliance into a non-negotiable part of daily operations. This framework ensures that gaming floors, cash desks, and high-roller suites serve as the first line of defense against dirty money.

Operators also handle cash transaction reports, or CTRs, which track large cash movements. In 2024, these reached 457,459-a number that blew past the roughly 374,000 filed back in 2019 before the pandemic shook things up. The office pointed out that casinos drove much of this uptick, underlining how cash-heavy gaming remains a hotspot for monitoring. Under Singapore’s anti-money laundering arrangement, any cash transaction reaching SGD10,000 (approximately US$7,800) or more is to be reported. That includes cash-ins for chips or cash-outs from winnings, to be submitted in 15 days. Cash means straight-up notes and coins, keeping the focus sharp on physical money flows.

These reporting mandates form a bedrock of Singapore’s strategy to stay ahead of sophisticated financial threats. With casinos filing thousands of alerts and tens of thousands of cash reports, the industry proves it’s not just entertaining patrons but actively safeguarding the system. Data from the Commercial Affairs Department attests to a network of vigilance humming at full throttle, each flagged transaction helping fill in the fuller picture of the hidden risks. As patterns begin to emerge from this tide of information, authorities develop sharper tools to disrupt the criminal networks before they can take hold.
