LPbet becomes the centerpiece of a broader plan to bring online betting under tighter national control
Senegal has unveiled a new online sportsbook as part of a wider effort to reshape its gambling market, placing the state lottery at the heart of the country’s digital betting expansion.
The platform, known as LPbet, has been launched by the country’s national lottery operator, Loterie Nationale Sénégalaise (LONASE), which is positioning the project as more than just another betting website. It represents a broader attempt to modernise electronic gaming while keeping a greater share of gambling activity inside a state-controlled framework.
Officials introduced the platform during an event in Dakar, presenting it as a locally developed product designed specifically for Senegal’s market. The project reflects a wider government ambition to build domestic digital services rather than relying heavily on foreign platforms, while responding to a betting audience that has increasingly shifted to mobile devices.
For LONASE, the strategy also carries regulatory objectives. Alongside expanding its online offering, the operator intends to strengthen responsible gambling measures and steer betting revenue toward locally controlled channels instead of allowing more spending to flow elsewhere.
A Different Regulatory Path
The launch also highlights how differently African governments continue to approach gambling regulation.
Rather than opening the market further to private operators, Senegal appears to be moving toward a model where the state maintains a stronger grip over online betting. The approach contrasts with several neighbouring jurisdictions that have opted for more decentralised or commercially open systems.
Nigeria, for example, abandoned proposals for a single national gambling law after presidential opposition. Regulation remains largely in the hands of individual states, with authorities such as the Lagos State Lotteries and Gaming Authority continuing to promote cooperation with licensed private investors while coordinating standards and enforcement nationally.
Kenya has taken another route. Through its Gambling Regulatory Authority, the country has introduced a broader regulatory structure covering multiple gambling sectors, creating a framework intended to accommodate licensed operators rather than concentrating activity within a state-run platform.
Ethiopia offers a different comparison again. Although a nationwide gambling ban remains in place, the country’s Lottery Service has continued operating lottery and gambling products through its own website, illustrating another example of state involvement despite broader restrictions on the sector.
Balancing Growth and Control
LPbet arrives as online gambling across Africa continues to expand, driven largely by smartphone adoption and growing demand for digital entertainment.
For Senegal, the objective appears twofold: strengthen oversight of an increasingly digital betting market while reducing the influence of unlicensed operators. Whether the state-led model proves more effective than the more open regulatory systems adopted elsewhere on the continent will become clearer as LPbet establishes its place in the market.
