Brazil’s Senate Sports Committee (CESp) recently approved the bill PL 6124/2025, which seeks to direct a portion of the revenues received from licensed sports betting companies to the military sports programs of the country.
The bill has been proposed by Senator Leila Barros and is expected to proceed to the Senate’s Committee on Economic Affairs (CAE).
The initiative suggests changing the revenue distribution policy, as some of the revenues raised from taxes on legal betting companies operating in the country will also be directed to the Brazilian Military Sports Commission, an entity related to the Ministry of Defense.
Revenue Redistribution Under the Proposal
As per the bill proposal, a portion of the tax income intended for the development of sports in the country will also serve military sports initiatives. According to initial estimates mentioned in the discussion, between BRL 0.30 and BRL 0.40 will be sent to the military sports sector out of BRL 1,000 generated through regulated betting income.
The Brazilian Military Sports Commission will receive these funds and allocate them to different initiatives run by the organization. These include athlete development, social inclusion, and high-performance training for athletes.

Betting Industry Regulation Influencing Allocation Discussions
Discussions concerning the revenue allocation among different stakeholders have taken center stage in Brazil lately due to the rapid development of the legal betting industry in the country.
In particular, lawmakers and other interested parties started discussing how funds generated by legal betting operators should be divided among sports, public education, social projects, and other sectors.
Should the bill receive approval in the next stages of the legislation process, military sports programs will also be included among the beneficiaries of the regulated betting industry in Brazil. Before proceeding to other stages, the bill must be passed by the Economic Affairs Committee first.
