The State of São Paulo is to duly create an employer union dedicated to the protection of businesses in the online sports bookmaking and gaming sector. The initiative, aimed at unionizing and unifying the sector’s voice, will culminate in the formation of the Sindicato das Empresas Operadoras de Apostas Esportivas e Jogos Online do Estado de São Paulo (SINDIBETS/SP) through an assembly to be convened on 3rd September 2025.
The formal call to the meeting was published in the Diário Oficial da União on Monday, August 11, 2025, to all companies in the industry that have headquarters or activities in São Paulo state.
Assembly Details and Agenda
The initial assembly will take place at 3:00 p.m. at Avenida Angélica, 688, 1st floor, São Paulo. During the meeting, nine central points will be addressed on its agenda, among which are:
- Official sanction to form SINDIBETS/SP.
- Sanction of the economic category description for the union.
- Establishment of the territorial base of the union at the state level.
- Reading and sanctioning of the union’s social statute.
- Election of the first fiscal council and executive council.
- Counting the votes and determining the electoral process.
- Determination of the number of member firms.
- Fixation of the temporary headquarters’ address.
- Determination of the way of financing the union.
One of the assembly’s highlights will be voting on the first fiscal council and executive board. The newly elected president will have the authority to register the new union with the Ministry of Labor and Employment and the Cartório de Registro Civil de Pessoas Jurídicas, thus legally exist.
Founding Members and Representation
The public call is signed by three representatives of major industry-leading companies:
- Laura Beatriz de Souza Morganti, in Betboom Ltda.
- Barbara Rodrigues Lima Teles, in Stake Brazil Ltda.
- Marco Antonio Dominici Paes, in Galera Gaming Jogos Eletrônicos S/A.
Their signatures mark the first leadership step in unifying betting and gaming operators into a single representative entity in São Paulo.
Legal Requirements and Rules of Participation
In order to attend the assembly, companies must send their duly authorized representatives along with the required documents in accordance with the formal summons. The notice, issued on August 7, 2025, satisfies the legal requirement of being published at least 20 days before the meeting.
In addition to publication in the Diário Oficial da União, the notice will also appear in one of the most widely circulated state newspapers, ensuring maximum publicity among potential participants.
Industry Background and the Union’s Objective
SINDIBETS/SP establishment takes place amidst growing regulation and formalization of Brazil’s Internet gaming and betting industry. By establishing a state-level employers’ association, the sector is aiming to be in a position to represent itself with one voice to engage with public authorities, negotiate regulatory regimes, and address operational concerns.
The union would be responsible for advancing the interests of its members in negotiations with the private and public sectors, advocating for respect of national labor and regulatory standards, and advancing sustainable development for the industry.
Secondly, the establishment of SINDIBETS/SP will strengthen networking and collaboration among operators so that they can share the best practices in matters such as responsible gaming, consumer protection, and technological innovation.
The September 3 meeting promises to be a turning point for São Paulo’s online sports betting and gaming sector, potentially opening the door for the same initiative in other Brazilian states. With official registration, SINDIBETS/SP will be an institutional power in shaping the future of the industry throughout Brazil’s financial center.
