The Government of Santa Fe has officially announced that it will open the public tender for licenses to offer online sports betting on March 3. The tender will enable the authorized use of online sports betting services in the province. The Santa Fe Lottery will carry out the tender and will have an international scope, with the aim of awarding several licenses to operate within the territory of the province.
Companies interested in the tender can present their offers until March 2 at the Subsecretariat of Contracting and Asset Management, located in the Civic Center of Santa Fe. The offers presented will be officially opened and published on March 3 at 12:00 p.m. on the ground floor of the Government Administrative Center.
Multiple Operators and Revenue Sharing Model
Santa Fe will be the first jurisdiction to authorize the operation of multiple operators, provided that they are considered “fit” to carry out the activity according to the regulatory framework. Each of the authorized operators will be required to pay a minimum fee of 15% of the monthly gross results to the provincial government.
The licenses will have a maximum validity of 10 years, with the possibility of extending them for two more years, depending on the decision of the government.
Legislative Framework Behind the Tender
The tender is the result of the approval of Law No. 14,427, which was approved by the Santa Fe Legislature at the end of last year. The law regulates the activities of online gaming and established the terms and conditions of the tender.
Based on the legislative text, the main aims of the licensing process are: the elimination of illicit gambling and the redirection of betting activity to the regulated system; the guarantee of state control, transparency, and tax collection; the promotion of responsible gambling and the prevention of problem gambling; the prevention of money laundering and the financing of criminal activity, in accordance with the standards of the Financial Information Unit (UIF) and the Financial Action Task Force (FATF); and the prevention of funds bet on Santa Fe being channeled to illicit gambling platforms or abroad.
Scope of Authorized Online Betting Activities
In accordance with Law No. 14,235, its regulatory decree, and the tender terms, sports betting will cover any sports competition, past, present, or future, of any type, as long as it is authorized by the competent regulatory authority.
The licenses will enable the holders to operate online sports betting platforms for a broad spectrum of activities. These include sports betting, horse racing under specific modalities, virtual events, and other types of betting that may be authorized in the future.
Strengthening Regulation and Market Control
Through the international and regulated tender, Santa Fe seeks to strengthen control over the online betting market while promoting a competitive and transparent environment. The multi-license system intends to prevent the proliferation of illicit betting, improve consumer protection, and ensure that betting-related revenue is directly allocated to the province’s finances.
The upcoming tender represents a major step in Santa Fe’s regulatory policy, placing the province at the forefront of Argentina’s most organized provinces regarding online sports betting, and reasserting the importance of public control in the rapidly growing digital gaming market.
