San Juan Nears Completion of Online Gambling Regulation in Argentina

Argentina’s San Juan province is in the final stages of implementing its new online gambling law, which was recently passed. The regulation process, as explained by Juan Pablo Medina, president of the Caja de Acción Social (CAS), is responsible for overseeing gambling activities in San Juan province and stands at 90% completion today. This is a significant step towards the gamification of regulation while prioritizing public health and safety.

Detailed Plan for a Complex Industry

The December 2024 online gambling legislation was voted into being and promptly drew an organized and technical reaction to its regulation. “The law takes into account the technical complexity of the process and the desired measures for prevention and control,Medina stated in an interview with La Provincia SJ.

While the CAS was granted 180 days to finalize the regulatory text, Medina ensured that they were ahead of schedule. “We already have a technical regulation describing the specific requirements each operator will be required to meet, although this was originally scheduled for the next phase,” he stated.

This technical regulation lays the foundations for the law’s working standards, governing everything from the issuance of licenses to system integrity and standards for socially responsible gaming. The timing of the regulation coming in early stages is proof of a forward-thinking provincial government initiative and provides grounds for effective enforcement when the law goes into effect.

Upon finalization of the details in the regulation, the writing is then read one last time to ascertain accuracy and clarity. This exercise is necessary to avoid administrative or legal disputes arising from ambiguous language or exclusion. After this exercise has been completed, the regulation is then sent to the CAS Council to be approved and subsequently ratified by the executive branch in the provinces.

Focus on Responsible Gambling and Minors’ Protection

One of the foundations of San Juan’s policy on regulation is to prohibit problem gambling, particularly among minors. Medina emphasized that education and training are included. “We are planning special training sessions and awareness campaigns under our approved agenda,” he said.

They will also engage in collaborations with various institutions and bodies to include training and public communication. “Young people are becoming more exposed to these games, regretfully. That’s why prevention, awareness, and education are fundamental tools,” he added.

The new model also enables the province to institute monitoring mechanisms and tools for self-exclusion that are designed to identify and aid problem users. These are best practice provisions elsewhere and make San Juan a benchmark of responsible gambling policy in Argentina.

Dealing with Illegal Gambling Operations

Along with prevention, cracking down on illegal gambling sites, particularly those that target minors, s—will be a primary objective. Medina spoke of a multi-track strategy involving criminal prosecution, domain-name blocking, and coordination with national and international authorities.

This is a battle we’ll be fighting on all fronts,” he stated. “But we believe that prevention remains the best public management tool.

A Regulation Based on National Experience

As a way of crafting a best practice regulation, the CAS collaborated with national experts and analyzed the ten most recent gambling laws enacted in other Argentine jurisdictions. This comparative analysis helped San Juan policymakers learn valuable lessons and integrate them into a locally feasible framework.

The result, Medina stated, is one of the country’s most advanced and safest legislations. “The approved law is one of the most modern, particularly in terms of provisions for the protection of minors and blocking underage access to online gambling,” he also said.

Toward a Responsible and Regulated Online Gambling Market

With internet gaming expanding in Argentina, San Juan’s experience demonstrates the capacity of institutional development to keep pace with innovation and entertainment in compliance with public interest and moral values. The strategy across the province—from technical standards and citizen awareness to penalization and prevention—is a model worth emulating for other regions.

With complete roll-out in the months ahead, San Juan seems to be at the forefront of setting an example for a transparent, safe, and socially-oriented online gambling landscape.
