Rio de Janeiro Prepares to Launch VLT Regulations and Strengthens International Collaboration in Gaming Oversight

The Rio de Janeiro State Lottery (Loterj) will publish in the next few days a detailed regulatory regime for Video Lottery Terminals (VLTs). According to Hazenclever Lopes Cançado, President of Loterj, the state will be able to become the globe’s largest market for this sort of gaming equipment. The new rules will grant maximum operating transparency, players’ protection, and the responsible reinvestment in society of game revenue.

Cançado also emphasized responsibility and clarity: “We will soon release safe and clear VLT rules that will guarantee total control, player protection, and social return of gaming funds. Rio de Janeiro does have real possibilities for leading the international VLT market. We will play with gravity, innovation, and responsibility, without improvisation or regulatory loopholes.

Strategic Partnership with WA.Technology

In a move to enhance control and transparency in the VLT chain, Loterj organized a high-level meeting last week with WA. Technology, an Italian technology group that offers advanced solutions for the gaming sector. Among those in attendance were:

  • Hazenclever Lopes Cançado – Loterj board Chairman
  • Fabíola Esteves – Vice-Chairman of the Loterj board
  • Waldir Marques Júnior – Ex-Superintendent of Caixa Loterias
  • Lorenzo Caci, Fillipo Ceci, Manuele Carrate – WA.Technology management.

WA. technology showcased its sophisticated VLT monitoring solution. The solution provides real-time observation of terminal activity, facilitates flexible architectures for deployment, and integrates powerful tools to combat key challenges like money laundering, addiction, and system manipulation.

Embracing Technology for Sustainable Gaming

Fabíola Esteves described that the inclusion of the latest digital infrastructures is most important for Loterj to achieve its purpose.

Technology is a good ally of transparency, security, and social responsibility. Through technology, we are building an ethical and responsible gaming sector that is up to international best standards.

WA. Technology platform includes adaptive compliance modules, anti-fraud capabilities, and behavior monitoring technology, designed to detect early warning signs of problem gambling or illegal financial activity. This technological alignment aids Loterj in creating a rightly regulated and responsible gaming environment.

Placing Rio de Janeiro on the map as a World Gaming Center

The meeting also registered Loterj’s commitment to leading Brazil’s regulatory growth at a time when the country’s national politics remain in a state of uncertainty. Waldir Marques Júnior placed prominence on such an affirmative approach: “Whereas the federal government keeps on generating regulatory confusion, Loterj is acting steadily and foresightedly, underscoring social return on gaming revenues.”

Loterj’s management emphasized that the new model of regulation will position Rio de Janeiro as a national reference point and an emerging global benchmark in legal gaming. The synergy between strict regulation, open regulation, and careful integration of technology makes the state an interesting context for sustainable investment in gaming.

While the completion of the VLT regulatory framework is impending, Loterj looks forward to opening up new channels of economics, attracting international investment, and providing a modern, responsible, and safe gambling experience. The partnership with WA. Technology is the harsh proof that compliance and innovation will be the cornerstones of choice in the construction of this sector.

As Brazil’s gaming sector grows by leaps and bounds, Loterj’s strategy is the model for other jurisdictions to follow in an effort to balance growth, integrity, and social responsibility in the digital gaming age.
