PicPay, a major digital banking service in Brazil, has formally initiated its entry process into Brazil’s regulated market for fixed-odd sports betting. PicPay filed a request for approval with the Secretariat of Prizes and Betting (SPA) at the Brazilian Ministry of Finance back in May 2025, with this information revealed in a prospectus filed with the Securities and Exchange Commission (SEC) in the United States.
This is set to take place through Nosso Time iGaming, which is a subsidiary of the non-financial holding company known as PicPay. This is seen as a major shift in PicPay’s business model, as the company is expected to adopt a growing trend among large online platforms in search of alternative sources of income through regulated iGaming.
Strategic Expansion Beyond Financial Services
The company’s interest in sports betting is another part of the expansion strategy to diversify sources of revenue and move away from the conventional sources associated with banking. The company is thus venturing into the sports betting industry to increase customer engagement and retention.
The current regulation in Brazil’s fixed odds betting market is another important factor in this move. The legal system created by Law No. 14,790/2023 has offered players and companies high levels of legal clarity, due to which there is increasing interest in betting companies from both foreign and local firms.
The Brazilian sports betting market has experienced significant growth over the last few years, with billions of reais being attracted to the industry every year. Football leads the betting market in Brazil, but basketball and international events also command significant attention. Millions of Brazilians are already frequent bettors in the market.
Regulatory Context and Company Statements
When approached by Valor Econômico, PicPay has confirmed that it has disclosed this information in its SEC filing. The company stated: “The aim is to provide sports betting services in relation to major events in sports, with all due care in relation to responsible gaming and financial education.”
The prospectus further emphasizes the relevance of the sector, noting: “The fixed-odds sports betting market in Brazil, recently regulated by Law No. 14,790/2023, has become increasingly relevant in the Brazilian economic and legal context.”
Although the application is pending evaluation, no timeline has yet been specified regarding the possible approval. Information regarding the future composition of the betting platform, the sports that will be available initially, and the manner in which the betting service will be integrated into the financial offerings of PicPay has not yet been released.
Competitive Advantages and Ecosystem Integration
Owing to a considerable number of active users, PicPay might attain a competitive edge in case it enters the sports betting sector. This is because it will offer a smooth experience to its users concerning deposits, withdrawals, and payments through its already available app.
Additionally, PicPay can utilize its large database of transactions to create personalized offers and promotions, as long as it adheres to Brazil’s data privacy and responsible gaming regulations. This capability can improve customer loyalty and create additional revenue streams.
The prospectus also emphasizes the company’s first experience with gaming-related products. In October 2025, the company introduced a monthly draw and an instant prize product to increase user engagement with the app. As the prospectus states: “Our first step into iGaming was a draw-based product that attracted more than 700,000 consumers in just two months, driving profitable growth and proving how low-cost, high-reward products engage our audience.”
Balancing Innovation and Compliance
Through the addition of financial services, payment systems, and possibly sports betting to the platform, PicPay aims to reinforce its niche in the competitive Brazilian fintech market. However, to succeed in this move, PicPay will have to ensure a balance between innovation and strict regulation.
If that happens, it will further fuel the competition created by the presence of PicPay within a controlled gambling market. Furthermore, this move will indicate that there is a clear merging of fintech and gambling markets. Whether it occurs or not, it seems that scrutiny will continue within both markets.
