Philippine Government Moves Forward with Online Gaming Restrictions as Industry Faces New Tax Proposals

The Philippine government is aggressively moving to deal with increasing concerns over online gambling, with several agencies now collaborating on total measures that have the potential to redefine the online gaming market. Current activity suggests that stricter regulations are no longer a likelihood but a certainty for the nation’s growing online gaming industry.

Finance Secretary Ralph Recto has confirmed that his department is seriously considering imposing an online gaming tax, which represents a huge shift from the government’s traditional approach to dealing with digital gambling revenue. In an interview with BusinessWorld, Recto confirmed that his agency is “cognisant of the concerns of Filipinos regarding online gambling” and said that they “are already studying and will propose an online gaming tax.”

Recto is detailing various possible policy measures aimed at limiting access to gaming platforms. These involve implementing playtime limits, limiting cash-in values, and banning government authorities from participating in gambling activities.

Legislative Push for Tighter Controls

The executive department is not working alone on this issue. Several lawmakers have been busy writing legislation that would put tighter controls on online gambling activities. Representative Jonathan Keith Flores is working on a bill that directly addresses the merger between mobile electronic wallets and gambling sites, something that has made internet betting more available than ever.

Flores has been especially worried about how quickly e-wallets such as Maya and GCash have been plugged into gambling websites, which offer smooth avenues for users to fund accounts and gamble on. Most of these e-wallets now have special pages that offer direct links to different online gambling websites, including virtual casinos and sports betting websites.

The convenience aspect has turned out to be a double-edged sword. Even though the integrations simplify transactions for users, they also remove the normal impediments that may have otherwise discouraged gamblers from going ahead and placing their bets. The instant quality of these transactions, plus the use of e-wallet details to register automatically with gambling websites, has seen a situation where gambling is as easy as it is with any other online purchase.

Senate Intervention and Age Restraints

Senator Sherwin Gatchalian took a more comprehensive approach, filing legislation that would increase the minimum legal age for gambling from 18 to 21 years of age. His bill also sets much higher financial barriers, with minimum cash-in increasing to PHP10,000 (US$178) and minimum top-up conditions at PHP5,000. Gatchalian’s explanation for the measures reflects the wider social concerns about online gambling. 

Central Bank Takes Action

The Bangko Sentral ng Pilipinas has announced plans to issue a circular that would require banks and e-wallet platforms to implement protective measures for their users. This regulatory approach focuses on requiring BSP-supervised institutions to better protect users from gambling-related risks through various access limitations.

The central bank has emphasized that it’s taking a collaborative approach in developing these regulations, aiming to create a balance between consumer protection and ensuring access to digital payments for legitimate companies.

Market Response and Industry Impact

The gaming sector has already started experiencing the consequences of these regulatory talks. DigiPlus Interactive Corp, which runs online games like BingoPlus, ArenaPlus, and GameZone, experienced its share price fall by 13.9%, one day after the announcement of prospective new guidelines.

The Philippine gaming industry raked in PHP104.12 billion in gross gaming revenue in the first quarter of 2025, up by 27.4% from last year. The segment of e-games and e-bingo under the electronic gaming category accounted for PHP51.39 billion or 49.4% of the total gross, showing just how important this segment has grown to the entire gaming economy.

As all these different regulatory measures advance, the online gaming sector is at a crossroads between sustained development and more regulation by the government, with the outcome that will likely redefine Filipinos’ experiences with digital gambling platforms.
