Peru’s Ministry of Foreign Trade and Tourism (Mincetur) has taken a significant step towards institutional rehabilitation by creating the Directorate of Authorization and Registration of Remote Gaming and Sports Betting. This is included as part of the just-approved Reglamento de Organización y Funciones (ROF) that supersedes the previous framework established in 2002. The reform seeks to enhance the ministry’s institutional strength, optimize its services, and align its operations with Peru’s modern legal and economic climate.
The new scheme, institutionalized by Supreme Decree No. 004-2025-MINCETUR, demonstrates Mincetur’s determination to take a more effective and people-oriented government. The creation of this specific directorate evidences a growing focus on the digitalization of the gaming sector and emphasizes regulatory frameworks to facilitate Peru’s expanding online gambling and sports betting sector.
Regulatory Focus on Remote Gambling
The newly established Directorate of Authorization and Registration will be part of the General Directorate of Casino Games and Slot Machines (DGJCMT), which is currently led by regulator Yuri Guerra Padilla. The directorate will be tasked with regulating all authorizations and registrations for remote gaming and sports betting, an industry further driven by technological innovation and customer demand.
The establishment of this directorate is a direct correlation with Law No. 31557, which governs online betting and gaming, and Law No. 32392, or the General Tourism Law. These new laws require a more sophisticated and expert form of regulation, hence the reorganization in Mincetur.
By putting control in a dedicated unit, the ministry intends to enable transparency, compliance, and consumer protection in the online gambling sphere. The ministry also intends to enable an open and responsible gaming market according to the best international standards.
Broader Structural Reforms Across Mincetur
Apart from focusing on regulating distant games, Mincetur’s new ROF incorporates other significant structural reforms. These include the creation of the Directorate of Tourism Investment, under the General Directorate of Tourism Strategy (DGET). The department will promote and guide investment in Peru’s tourism infrastructure and services to position the country as an even better destination for local and international stakeholders.
An additional important enhancement is the strengthening of the Executing Unit for Investment in Foreign Trade and Tourism (UICET), which will bring greater efficiency to investment project management. With a stronger focus on results and performance, UICET will lead in implementing tourism and trade programs that advance Peru’s long-term economic goals.
Anti-Corruption and Citizen Participation Measures
Mincetur has also made a firm internal restructuring to reinforce its anti-corruption efforts and broaden citizen participation. Several new offices have been created or consolidated within the General Secretariat, which are:
- Office of Human Resources
- Office of Integrity and Anti-Corruption
- Office for Citizen Services and Document Management
- Office for Inter-Institutional Coordination and Prevention of Social Conflicts
These internal institutions are designed to increase transparency in operations, deliver ethical performance, and enable faster and more responsive dialogue with Peruvian citizens.

The modernization process of Mincetur is a total response to the evolving needs of Peru’s trade, tourism, and gambling sectors. By adopting a more dynamic and specialized approach, the ministry becomes more capable of addressing regulatory requirements and delivering better-quality public services.
