In a strategic move that underscores the institutional continuity and development of gaming law in Brazil, top lawyer Paulo Horn has been re-elected President of the Brazilian Bar Association, Rio de Janeiro chapter (OAB/RJ) Special Commission on Sports Betting, Lottery, and Entertainment Law (CEDJDLE) until December 31, 2027.
It was formally proposed by Ana Basílio, President of OAB/RJ, who believed in Horn to continue to lead the Commission in its mission of legal analysis, regulatory discussion, and professional development in the gaming and entertainment industries.
A New Cycle in a Maturing Industry
Upon taking office, Paulo Horn expressed deep gratitude for the renewed trust placed in him. “I am sincerely thankful to the President of OAB/RJ, Dr. Ana Basílio, for the confidence and for the opportunity to continue this important work,” Horn said. “I also extend my thanks to all members of the previous commission for their dedication, which was essential to the success of the initiatives we’ve already carried out.”
Horn emphasized that the Commission is starting a new cycle, which is marked by a more mature market and increasing requirements for trained professionals. “We start this new phase with a more advanced and solid industry base. There is plenty of scope to train legal professionals to fill new roles in this fast-growing sector,” he continued.

The CEDJDLE plays a core role in determining the legal environment regarding entertainment, lotteries, and sports gambling in the state of Rio de Janeiro. By the Brazilian Bar Association (OAB), the Commission aims to promote debate, issue legal studies, and offer training in areas of gaming law and jurisprudence.
Through conferences, publications, and policy debates, the Commission labors to advise and prepare attorneys who practice in a field that is rapidly evolving due to developments in legislation and increasing investor participation.
