The gambling market in Paraguay ended 2025 with historic performance data, confirming the trend of rising activity for the sector and its increasing impact on the country’s economy. Statistics revealed that, between the months of January and December 2025, the collected revenue for fees and gambling licenses reached more than US$32 million, up from the US$22 million collected in 2024, as recorded by the National Commission of Games of Chance, or Conajzar.
The figures were published on Conajzar’s website and are also available through the updated portal of the National Directorate of Tax Revenue (DNIT). The data confirms that the regulated gambling market in Paraguay continues to expand, supported by stronger oversight, regulatory reforms, and consistent monthly performance throughout the year.
Annual Revenue Shows Strong Year-on-Year Expansion
The comparative table for the tolls accumulated by Conajzar, up to December 2025, reflects the cumulative revenues earned as G. 215,940,913,734, equivalent to about US$32.2 million. Indeed, there has been a very high increase compared to the toll revenues earned up to December 2024, which amounted to G. 175,768 million, equivalent to about US$22 million.
Notably, this rise also points to greater levels of activity in the gaming industry, as well as an improvement in the level of compliance and collection. It is also indicated that gaming operators are making progressively bigger contributions to the revenue pool.
Monthly Breakdown Reveals Stable Performance and a Record Month
Analyzing the figures, a stable flow of revenues is observed every month, but with an increase in some months. In January of the year 2025, the revenues were G. 15,163 million (US$2.1 million), in February G. 16,081 million (US$2.2 million), and in March G. 16,201 million (US$2.2 million). In April and May, there was an increase in revenues of G. 16,711 million (US$2.3 million) and G. 18,726 million (US$2.6 million), respectively.
The half-yearly performance was quite positive, with G. 18,827 million (US$2.6 million) in June and G. 18,550 million (US$2.5 million) in July. Even August showed no deviation with G. 18,479 million (US$2.5 million).
September emerged as the top-performing month, registering G. 19,980 million (US$2.8 million), which recorded the highest monthly value in 2025. This was followed closely by October, which recorded G. 19,157 million (US$2.6 million), while November recorded G. 19,893 million (US$2.8 million), eventually ending the year with G. 18,165 million (US$2.7 million) in December.
Regulatory Integration Strengthens Oversight
Among the major structural transformations that have facilitated such findings is the incorporation of Conajzar into the National Directorate of Tax Revenue (DNIT), as formed under the new legislation regarding gambling in Paraguay. This structural change has enhanced state control and punitive measures against gambling houses in case of irregularities.
By integrating the regulation of gambling-related activities and operations under the national tax authority, Paraguay was able to enhance its capacity for surveillance of financial movements and improve compliance with fiscal requirements on the part of the regulated gaming operators, key factors in its improved fiscal performance in 2025.
Outlook for the Gambling Industry in Paraguay
The fact that there was a record revenue in 2025 further proves that the Paraguay gaming sector is indeed moving into a more developed state, in which the market will continue growing and will be better regulated.
Looking forward, regulatory certainty and proper oversight will be crucial in maintaining this trend. The 2025 results indicate that the strategy of Paraguay to coordinate regulation, taxation, and oversight is paying off and will serve as the right platform on which the development of the gambling sector will be based in the coming years.
