The CONAJZAR, which is the National Gambling Commission of Paraguay, has opened a public tender for the granting of the concession for the “Quiniela” lottery game in a historic session for Paraguay’s regulated gaming industry.
The announcement, which comes as Public Tender No. 01/2025, is a landmark move toward compliance with Law No. 1016/1997 and its amendment, Law No. 7438/2025, both of which have regulated games of chance in the country. This is the first tender under the new regulatory regime and introduces competition that is meant to bring increased transparency and efficiency to the Paraguay gaming operations.
A New Competitive Model for Paraguay’s Lottery Sector
The tender from CONAJZAR will permit the operation of the Quiniela game for up to three operators, something that has never happened in the history of Paraguayan gaming. Traditionally, such operations have been granted to a single entity, but the updated legal framework now allows diversification and competition in the market.
The Paraguayan Association of Gaming Operators, APOJA, described the move as “an important milestone” for the local gambling ecosystem. The association has underlined that this plural concession model might raise operational standards, introduce better technology, and create greater accountability in the administration of gaming revenues.
Tender Terms and Process
Participation rights will be given to the interested companies upon prior payment of a non-refundable fee of 100 million guaraníes, approximately USD 14,000. This may be paid and registered from Monday, November 17, to Friday, November 21, 2025, from 7:00 a.m. to 1:00 p.m.
The deadline for submitting proposals is December 29, 2025, between 8:00 a.m. and 9:30 a.m., while the opening of the bids will be done on the same date at 10:00 a.m.
All bids shall be directed to the main offices of CONAJZAR in Asunción, with a letter of intent that must indicate the name of the applicant, whether a natural person or a legal entity. In the case of consortia, bidders must state the composition of the same, provide an official address within Asunción, a contact email, and telephone numbers.

The current tender forms part of a wider government plan to bring Paraguay’s gaming framework into the modern era and attract fresh investment under tight regulatory control. CONAJZAR introduces a well-defined and transparent bidding process, hence promoting trust among operators and ensuring that all the proceeds arising from gambling activities serve the public purse.
It is also foreseen that this regulatory update under Law No. 7438/2025 will further strengthen responsible gaming standards, increase compliance obligations, and reduce the risks associated with illegal or informal betting operations.
