Operators Without Accreditation Face System Shutdowns From October
Online gaming suppliers in the Philippines have been given more time to comply with a major regulatory overhaul after the Philippine Amusement and Gaming Corp. (PAGCOR) pushed back its accreditation deadline by two months.
Instead of the original July 31 cutoff, business-to-business suppliers serving licensed online Gaming System Administrators (GSAs) now have until September 30 to secure new accreditation. Companies that fail to meet the deadline risk having their gaming systems, platforms, software and related equipment removed from operation starting October 1, 2026.
The revised timeline was outlined in a memorandum issued by PAGCOR’s Electronic Gaming Licensing Department in late July. The extension gives suppliers additional time to complete a more demanding licensing process introduced under the regulator’s updated framework.
Fresh Accreditation Required
The changes affect companies that provide products and services to PAGCOR-licensed GSAs, the operators responsible for running regulated online gaming platforms in the Philippines.
Existing accreditation is no longer enough. Suppliers must go through a new approval process before they can continue doing business in the regulated market.
That process includes a non-refundable application fee, submission of corporate documents and a probity assessment designed to evaluate a company’s background and suitability to operate under Philippine gaming regulations.
PAGCOR also requires on-site inspections of supplier facilities, technical testing of gaming systems and online platforms, and the posting of a performance cash deposit before accreditation can be granted.
Wide Range of Suppliers Affected
Guidance issued by Manila-based legal and consulting firm Arden Consult indicates the rules apply only to corporations registered with the Philippine Securities and Exchange Commission.
The requirements extend well beyond game developers. They also cover game-content aggregators, live gaming studios and providers, with separate accreditation required for each content category.
Support businesses are also included. Payment providers, marketing firms, customer support companies, know-your-customer service providers, membership system operators and independent gaming testing laboratories must all complete the new accreditation process if they intend to continue serving licensed online gaming operators after the September deadline.
