Paf has lowered its mandatory annual loss limit from €16,000 to €15,000, the latest step in a policy the operator says is meant to reduce high-intensity play and move the business away from revenue it considers unsustainable.
The operator first introduced a mandatory annual loss cap in 2018 at €30,000. With the new level, Paf says it has now halved that original ceiling.
“We are prepared to say no to revenue,” CEO says
Paf CEO Christer Fahlstedt said the change was as a result of long-term investment in responsible gaming and said the company is willing to turn down revenue tied to problematic play, even if it has to be done step by step in a competitive market.
The company also pointed to the structure of its limits as part of the story. On its responsible gaming page, Paf says the €15,000 cap applies to customers aged 25 and older, with lower mandatory loss limits for younger age groups.
Paf deputy CEO and chief responsibility officer Daniela Johansson said phasing out the customer segment that loses between €15,000 and €30,000 per year is a deliberate decision, aimed at showing the company does not want revenue that is not sustainable over time.
Finland is opening the market, and Paf is already positioning
The Finnish Ministry of the Interior says licence applications can be submitted from March 1, 2026, with the licensed market scheduled to open on July 1, 2027, while Veikkaus Oy continues under its current model until the end of June 2027.
Paf has already signalled interest in that future market. In 2025, it announced a deal with Kimi Räikkönen that it said is conditional on Paf securing a Finnish licence, with the partnership tied to Finland’s move to a licensing system.
Loss limits are becoming a national debate, not just an operator choice
Finland’s player-protection rules are still being argued over, and limits are one of the hottest topics. Industry coverage says the Ministry of Social Affairs and Health has been involved in proposals that would tighten controls, including ideas such as cross-operator limits that would apply across all licensees, not just within one platform.
