Ōtō Town Eyes Integrated Resort Bid to Drive Regional Revival

Ōtō, a small town in the prefecture of Fukuoka in Kyushu island of Japan, appears eager to establish an integrated resort with a casino.

According to a report in the Yomiuri Shimbun, Ōtō has been conducting briefings for the locals starting from mid-September. It is planning to conduct a press conference to make an announcement of further information once it understands the views of the locals.

The town has a population of around 5,000. Because of its size, Ōtō is not eligible to apply directly to Japan’s national government for the right to host an integrated resort.

The next application window for IR projects will run from early May to November 2027. Any effort involving Ōtō would therefore need to take place through an eligible local government under Japan’s IR framework.

The town’s discussions remain at an early stage. Residents are being informed about the proposal before further details are announced publicly.

Operators Review Location Access

According to a statement from Ōtō town cited by Yomiuri Shimbun, several IR operators have already visited the community for inspections.

The operators took into account the town’s proximity to Fukuoka and Kitakyushu airports, as well as its accessibility to tourism spots in Oita and Kumamoto Prefectures.

These location factors are part of the town’s interest in an integrated resort project. Airport access and connections to nearby tourist areas could be relevant to attracting visitors.

Ōtō and several organizations estimated that a potential IR could generate around JPY1 trillion, or US$6.37 billion, in economic impact.

The estimate also suggested that 7,000 jobs could be created after the project is developed.

The projections are estimates rather than part of a government-approved development plan. No formal application has been submitted, and the town has not stated what operator or eligible local authority could partner in a future proposal.

Mayor Cites Regional Decline

Ōtō Mayor Joji Nagahara said the town’s interest in an integrated resort is connected to continuing regional population decline.

He said the Tagawa area continued to decline after the closure of coal mines that had supported Japan.

According to the mayor, earlier efforts to revitalize the region have not stopped the population from declining. He described the proposed IR opportunity as a final effort to attract businesses and support the town’s future.

The town is seeking to understand residents’ views before providing more details about its ambitions. The planned briefing sessions are part of that process.

The mayor’s remarks show that Ōtō sees an IR as a possible tool for regional revitalization, including business attraction and job creation.

Other Kyushu Locations Interested

Ōtō is not the only location in Kyushu that has shown interest in an integrated resort project.

Sasebo and Omura, both in Nagasaki prefecture, have also expressed interest in the initiative.

Omura has said its review of the opportunity is likely to continue beyond the next national application window. This means the city may not be ready to participate in the May to November 2027 period.

Sasebo’s mayor has said a decision on whether to pursue another IR opportunity could be made by the end of the current financial year in March 2027.

Sasebo was previously proposed by Nagasaki prefecture as the location for an integrated resort. However, Japan’s national government rejected that plan in December 2023.

The authorities cited concerns regarding the certainty of the project’s funding arrangements when turning down the Nagasaki proposal.
