Three Republican lawmakers in Ohio recently introduced major legislation to heavily restrict the state’s gambling industry. Representatives Riordan McClain, Gary Click, and Johnathan Newman want to establish strict boundaries for the current sports betting system. The lawmakers argue that gambling addiction has the potential for the severity of illegal drug use. They highlight that problem gambling carries the highest rate among addictive behaviors and frequently causes severe financial distress. Medical professionals supporting the bill note that, unlike substance overdoses, no immediate medical interventions exist to treat gambling addiction. While the politicians acknowledge sports betting is permanently established in Ohio, they want to drastically change how and where citizens place their wagers, noting that the vast majority of players consistently lose money over time.
Changing Consumer Protections
The proposed user protection measures would fundamentally change the daily betting experience. The legislation seeks to limit the total amount Ohioans can wager and restrict how frequently they can bet each day. Furthermore, the bill entirely bans the use of credit cards or borrowed money to fund gambling accounts. Operators would also face severe restrictions regarding advertising placements and promotional strategies. Specifically, sportsbooks could no longer offer financial incentives or promotional bonuses to attract new players. Most drastically, the lawmakers want to eliminate mobile and phone-based wagering. This specific measure would force all legal sports betting back inside physical casino locations across the state.
Mitigating Isolation and Addiction
Gambling should not be done on mobile devices, according to mental health advocates. Experts contend that mixing gambling with cellphones’ addictive qualities produces a very dangerous synergy for those who are already at risk. Severe mental health crises frequently happen when people are totally alone, according to suicide prevention professionals. Therefore, limiting gambling to actual casinos would stop lonely people from falling into hazardous financial situations late at night. Proponents contend that mobile betting purposefully entices consumers with promotional offers, maintaining solitary players’ constant engagement in the absence of social interventions or natural off-ramps.
Protecting Sports Integrity
Beyond user safety, the lawmakers also drafted a separate proposal focused entirely on preserving the integrity of sporting events. This specific bill completely prohibits any in-game wagering while a match is actively occurring. Additionally, the legislation entirely bans all betting on collegiate sports across the board. The measure also eliminates all proposition wagers, which allow players to bet on individual athletic statistics like touchdowns or strikeouts. While Governor Mike DeWine previously banned proposition wagers for college athletes, this new bill extends that prohibition to all professional contests. Finally, the legislation completely outlaws parlay betting, a highly popular format where players combine multiple wagers for higher payouts but face heavily disadvantaged odds.
The Legislative Road Ahead
Despite raising significant financial and mental health concerns, the sponsors face a very difficult legislative battle ahead. The Ohio legislature originally legalized sports betting with overwhelming bipartisan support back in 2021. However, the political appetite for gambling expansion recently cooled, evidenced by a failed attempt to legalize online casinos during last year’s state budget negotiations. The bill sponsors acknowledge that initial reactions from their legislative colleagues remain somewhat mixed today. Nevertheless, they believe sufficient support exists to push these extensive consumer protections forward. While the governor has not officially endorsed this specific legislative package yet, he historically supports several of the underlying regulatory concepts presented in the bill.
