Odisha’s Government has overhauled the eastern Indian state’s gambling laws by abolishing prison sentences for all related offenses and their replacement with increasing financial penalties. The legislative turnaround, approved through the Odisha Jan Vishwas Amendment of Provisions Bill 2025 and ratified on Tuesday by the state assembly, represents a conscious shift from incarceration to monetary responsibility for gaming infractions.
From Mandatory Jail to Tiered Fines
While the earlier laws on gambling in Odisha provided for a minimum one-month imprisonment with a token fine of ₹100 for arrested gamblers, more serious offenses attracted a sentence of up to six months in prison with heavier fines. The latest regime has done away with all forms of imprisonments while providing for a graduated scale of fines starting with ₹5,000 for ordinary offenses and rising to ₹75,000 for aggravated offenses.
Government spokespeople cast the changes as part of a broad modernization effort aimed at outdated laws. They argue that monetary sanctions have more clout in preventing crime than brief jail terms; that also saves the police from more serious offenses, and reduces court and prison congestion. The changes mesh precisely with federal efforts to make criminal procedures more efficient and trim back little-offense detention.
National Gaming Policy Alignment
The state-level move is in line with the Centre’s Promotion and Regulation of Online Gaming Bill, 2025, which received Presidential assent in August. The proposed legislation promotes e-sports and casual social gaming while it bans betting-based online games and their end-to-end money cycle, thus drawing finer lines between allowed play and disallowed betting.
Debate Sparks on the Assembly Floor
Not everyone cheered the bill’s passage. Opposition figure Ranendra Pratap Swain voiced alarm that lighter consequences might fuel gambling’s spread, eroding past crackdowns and letting culprits simply foot a bill to evade real reckoning, especially as Delhi ramps up digital gaming scrutiny.
Ruling party heavyweight Irasis Acharya brushed off the critique as election-season posturing. He championed the updated rules for boosting clarity and policing efficiency, insisting they forge a legal setup attuned to today’s societal and market shifts.
Part of a Larger State Trend
Odisha has joined the list of Indian states reviewing their archaic betting codes in view of the recent rise in online gaming. With frameworks being revised to keep up with the new digital realities, lawmakers across the country are finding it increasingly tricky to draw a line between contests decided by skill and gambles completely dependent on luck without discouraging innovation.

Odisha’s gamble on fines over bars reflects a calculated bet that economic sting trumps temporary confinement in curbing petty gaming.
