Norway Moves to Legalize Online Poker Through Norsk Tipping

Norway’s Ministry of Culture and Equality has put forward proposals to amend the country’s gambling regulations, opening the door for Norsk Tipping to offer online poker.

The move is intended to channel players away from unregulated platforms and into a controlled environment where safeguards are in place. Officials stressed that the aim is not to expand gambling opportunities but to ensure that existing demand is met within responsible boundaries.

The consultation period runs until 29 November 2026, with the government shortening the deadline to allow Norsk Tipping to begin preparations quickly. Alongside the poker proposal, the Ministry has also suggested new requirements for deviation reporting among major gambling operators and minor adjustments to the rules governing Belago fund disbursements.

Online poker under state control and new compliance rules

The proposal highlights that poker is already permitted in limited forms, such as private home games and the annual national championship, but online poker remains outside the legal framework.

Surveys show that over ninety thousand Norwegians play poker online each year, almost exclusively through unlicensed operators. The Ministry argues that this situation undermines the principle of “kanalisering,” which seeks to direct gambling activity into regulated channels.

“We know that many Norwegians play online poker. Therefore, it is better that we get a responsible and safer offer here in Norway, rather than unregulated games at foreign, commercial gaming companies that are driven by profit.” Minister of Culture and Equality Lubna Jaffery stated.

Norway push strict limits for responsible play

To keep play under control, strict limits are proposed. Daily losses would be capped at NOK 5,000 and monthly losses at NOK 10,000, with lower thresholds for younger players. Tournament buy‑ins would be limited to NOK 2,500, while cash‑game stakes would not exceed NOK 1,000 per table.

Mandatory breaks are also part of the plan. Tournament players must pause for five minutes every hour, while those switching between poker and online casino games would face a 15‑minute cooling‑off period.

Players could join no more than four tables at once, and Norsk Tipping would use its “Spillepuls” tool to monitor risk and encourage healthy play.

The consultation is also inviting views on whether online poker marketing should be banned or heavily restricted, particularly to protect young or vulnerable users attracted by poker’s cultural status.

Beyond poker, the proposal introduces a new rule requiring deviation reporting from Norsk Tipping, Norsk Rikstoto, and other large gambling operators. They must alert regulators to serious incidents that could affect player safety or market integrity.
