Norsk Tipping, the state-owned gaming operator in Norway, is facing a potential fine of €3.9 million from the Norwegian Gambling Authority (NGA) due to serious errors in its lottery draw processes.
The NGA has identified issues with the draw mechanisms used in significant national games, specifically the Eurojackpot extra draws and Lotto super draws. These faults, which have been traced back to at least 2021, have created an uneven playing field for participants.
Players involved in cooperative groups, such as those playing through clubs or cooperative banks, found themselves with a disproportionately higher chance of winning compared to individual players.
“This means that the error has affected millions of players. There have been wrong winners in every single draw over several years,” said Atle Hamar, the NGA director.
Norsk Tipping Has Three Weeks to Respond
Norsk Tipping has acknowledged that these issues, which have persisted for several years, have given cooperative players an unfair advantage in both the Eurojackpot and Lotto games. With about 1.5 million participants in Eurojackpot and nearly 2 million in Lotto in 2024 alone, the implications of these errors are far-reaching.
The operator received tips about the discrepancies in late 2024 but continued conducting draws before launching an internal investigation. Reports regarding potential inaccuracies were first noted in November 2024, but the company did not act swiftly to address the concerns. Even after further warnings in January, two faulty draws were held before the issue was confirmed publicly.
Hamar from the NGA remarked, “The error is serious and a clear violation of the law.”
“Players should be able to trust that Norsk Tipping’s games are safe and fair. With the market position they have, one would expect such errors to be discovered and corrected immediately, but they have not had good enough systems for that.”
The potential penalty of NOK 46 million, which equates to 0.45% of Norsk Tipping’s 2024 turnover of NOK 10.2 billion, underscores the seriousness of these violations. Even with the NGA commending Norsk Tipping for its overall commitment to responsible gambling, it emphasized that the issue was too significant to pass on.
Norsk Tipping now faces a three-week deadline to respond before the regulator makes a final determination on the penalty.
A Worrying Trend
The recent findings from the Norwegian Gambling Authority (NGA) highlight a troubling pattern for Norsk Tipping, marking its third regulatory penalty in under a year.
In a significant misstep last year, the company mistakenly issued NOK 25 million in payouts for its KongKasino online game, breaching Norway’s prize cap of NOK 100,000 for casino games. This error resulted in a separate fine of NOK 4.5 million.
Additionally, Norsk Tipping faced a hefty NOK 36 million penalty due to a malfunction in its self-exclusion system, which prevented players from opting out of gambling activities. These repeated violations have raised concerns about the operator’s compliance and oversight mechanisms.
Following the latest incident, the NGA is already taking decisive action to enhance its scrutiny of Norsk Tipping. New regulations are in the works, which will mandate the involvement of independent testing agencies to ensure the fairness and reliability of all gambling offerings.
“This is to prevent more errors, and we see that it is absolutely necessary to put it in place,” stated Hamar.
