The Federation of State Gaming Regulators of Nigeria (FSGRN) officially signed the Subnational Reciprocity Licensing Framework on 7th of May, 2025. This was marked by a ceremony hosted at the Radisson Hotel in Lagos, with the main regulatory leaders nationwide in attendance.
The new framework introduces a single, unified licensing process for operators across member states. With the launch of the “Universal Reciprocity Certificate” (URC), companies that want to operate Online Sports Betting, Online Casino, Public Online Lottery, or Promotional Competitions can now apply once to receive nationwide clearance. This achievement sets a new course for how gaming is regulated and licensed within Nigeria, ending the challenge of duplicative license applications in multiple states.
According to FSGRN, this is a strategic alignment of the nation’s sector. “One License covers all member states,” they announced, summarising the main vision behind the agreement. The authority is showing its commitment to reducing fragmentation and attracting responsible operators into Nigeria’s online gaming space.
Coordinated Regulation and Reduced Redundancy
The framework encourages partnership among regulators from participating states, fostering uniform standards for licensing and supervision. It also improves communication and enforcement across jurisdictions. These changes aim to build investor confidence and create a stable environment for growth in the sector.
The FSGRN has removed a significant roadblock for operators by joining processes under the URC system. Companies will no longer need to navigate conflicting rules or spend time securing approvals in each state. Instead, they will operate under a single, consistent regulatory umbrella.
This alignment simplifies monitoring and increases accountability for both regulators and licensees. Operators can now focus more on building sustainable businesses while maintaining compliance with a unified regulatory body.
Transition Measures for Existing Operators
The FSGRN has also introduced measures to ease the transition for operators affected by recent changes in the national regulatory structure. Specifically, operators previously licensed by the now-defunct National Lottery Regulatory Commission (NLRC) or individual member states will need to apply for the URC through the FSGRN Secretariat.
To support a smooth migration, the FSGRN has granted a full waiver of 2025 license fees for eligible NLRC-licensed operators. These businesses must still meet FSGRN’s requirements, but once verified, they will receive a URC without payment this year. Regular renewals and license fees will resume from 1st of January, 2026.
This decision shows an effort to recognize the uncertainty caused by recent regulatory changes while promoting consistency moving forward. It also gives businesses the time and space to align their operations with new expectations.

The application of the Subnational Reciprocity Licensing Framework represents a major step forward for Nigeria’s gaming scene. With a focus on modernization, efficiency, and cooperation, the FSGRN is working to strengthen the credibility of Nigeria’s gaming industry on a national and global scale.
