New York gambling expansion sharpens focus on addiction safeguards as 2026 agenda takes shape

New York is moving closer to a new wave of casino development while lawmakers and treatment advocates press for stronger guardrails around problem gambling, an issue that has followed the state’s rapid expansion of legal wagering.

In December, the state advanced three downstate commercial casino projects, a milestone in a process designed to bring full casino licenses to New York City’s orbit. The Gaming Facility Location Board recommended Bally’s Bronx, Hard Rock Metropolitan Park near Citi Field, and Resorts World New York City for licensure, and the New York State Gaming Commission later approved the three proposals.

Gov. Kathy Hochul put the approvals as a long-term economic play built on local support and community benefits. Critics, however, have argued that more gambling access, especially when paired with ubiquitous mobile betting, demands a matching investment in prevention, treatment, and enforcement.

A market that scaled fast, and a safety net trying to keep up

New York’s mobile sports betting market has become the largest in the United States by handle, and state officials have leaned on consumer-protection messaging to steer bettors toward regulated operators. But public-health groups say ease of access has changed the risk profile, particularly for younger demographics and high-frequency bettors.

A December 2025 state report on mobile sports wagering said New York processed roughly $22.6 billion in wagers in 2024, across more than 1.7 billion individual transactions, with about 4.8 million player accounts.

The same report said $6 million per year from sports-wagering tax revenue is directed to the Office of Addiction Services and Supports (OASAS) for problem-gambling services and education. The scale of the market, alongside renewed casino expansion, has prompted questions in Albany about whether that level of dedicated funding is sufficient.

Addabbo’s message: expansion needs matching treatment capacity

State Sen. Joseph Addabbo Jr., who has been central to New York’s gaming debates, has argued that the state can’t treat addiction services as an afterthought while the menu of legal options expands.

“As we expand gaming in New York, whether it be mobile sports betting expansion or even the bigger step of iGaming, we have to realize that problem gaming becomes a more relevant issue, and so more individuals may be looking for help,” Addabbo told the press.

He has also pushed for insurance changes aimed at making treatment easier to access, saying a severe gambling addiction can collide with basic household economics.

“A New Yorker who has a severe addiction in gaming can’t pay for the treatment or therapy, they have to pay rent, mortgage, food, everything else,” Addabbo said.

2026 outlook: casinos, iGaming talk, and pressure for tougher standards

New York’s casino approvals are expected to take years to translate into openings, with projects widely discussed as targeting the end of the decade for launch.

In the shorter term, the policy pressure point is how New York updates its responsible-gambling toolkit while sports betting remains a daily, mobile product, and as lawmakers continue debating whether to authorize online casino gaming.
