Nevada Problem Gambling Group Cuts Ties With NCPG Over Kalshi Partnership

The Nevada Council on Problem Gambling is ending its relationship with the National Council on Problem Gambling, putting another major break between the national organization and a state gambling authority over its partnership with prediction-market operator Kalshi.

The split comes after months of growing friction around Kalshi’s sports-event contracts in Nevada. The state’s gambling regulator has been fighting the company in court, while the Nevada Council on Problem Gambling has taken a position against Kalshi through legal filings.

That made the NCPG’s decision to work with the company particularly difficult for the Nevada group to accept.

The NCPG entered into a partnership with Kalshi in May. Nevada now joins Michigan in distancing itself from the national problem gambling organization because of that relationship.

Trey Delap, executive director of the Nevada Council on Problem Gambling, indicated that the organization had tried to suspend its relationship with the NCPG while the dispute was addressed. Those efforts did not resolve the disagreement, leading Nevada to cut ties.

Kalshi Dispute Sits at the Heart of the Split

The disagreement cannot be separated from Nevada’s ongoing legal fight with Kalshi.

The Nevada Gaming Control Board filed a civil enforcement action against the prediction-market operator on February 17. The dispute intensified in June, when the regulator sought contempt proceedings after alleging that Kalshi had breached a preliminary injunction.

The case eventually led Kalshi to agree to use geofencing to stop traders in Nevada from accessing sports-event contracts.

The Nevada Council on Problem Gambling had already taken a legal position in the dispute. In March, it filed friend-of-the-court briefs opposing Kalshi.

That history put the state organization on a very different footing from the NCPG, which had chosen to establish a formal relationship with the company only weeks later.

For Nevada, the issue goes beyond whether the NCPG should work with one particular operator. Delap framed the disagreement as a deeper difference over how an organization focused on gambling harm should approach new forms of betting.

The decision also leaves the NCPG facing a second high-profile withdrawal in a matter of weeks.

Michigan Made the Same Break

In early July, the Michigan Gaming Control Board withdrew its NCPG membership and ended its participation in the organization’s activities.

Michigan also pulled its sponsorship of the NCPG’s annual conference. Its employees were no longer to serve on NCPG boards or committees or attend its events.

The Michigan regulator’s decision was likewise tied to concerns over the NCPG’s connection with companies involved in what it considers unlawful gambling activity.

Nevada’s departure now adds another state-level voice to the dispute.

For the NCPG, the consequences are broader than the loss of two affiliations. State regulators and problem gambling organizations are among the groups that give a national organization practical credibility in addressing gambling harm. The Kalshi partnership has exposed a sharp disagreement over where prediction markets fit within that work.

Nevada’s position is especially notable because its own regulator has been directly involved in the Kalshi dispute. With the state problem gambling council having already intervened on the legal side, maintaining a relationship with an organization partnered with Kalshi became difficult to reconcile.

The result is an increasingly visible divide between the NCPG and organizations that operate much closer to the regulatory front line.
