National Policy to Combat Match Fixing in Sports Betting is launched in Brazil

The Brazilian Federal Government has created a comprehensive framework to combat match-fixing and safeguard sports competitions’ integrity. By promulgating Interministerial Ordinance No. 1, issued on March 25, 2026, the Brazilian Ministries of Sports, Finance, Justice, and Public Security created the National Policy for the Prevention and Combating of Sports Results Manipulation (PNPEMR).

This is a significant move in sports regulation, which is expected to increase control, security, and legal certainty in Brazil’s growing sports betting market.

New Compliance Obligations for Operators

Under this policy, the Brazilian Ministry of Finance is in charge of overseeing the regulated fixed-odds betting market in Brazil. The framework is structured around four main pillars:

Federal Police Take on Investigative Role

The Ministry of Justice and the Brazilian Federal Police (PF) will be responsible for overseeing the new policy. The new ordinance provides the Brazilian Federal Police with direct authority to investigate sports fraud cases, especially those with interstate or international implications.

To achieve these objectives, the Brazilian government will utilize advanced technology in the form of intelligence systems capable of detecting irregular financial flows and suspicious betting activities. This is a further testament to the Brazilian government’s commitment to dealing with sophisticated forms of sports fraud in the digital betting environment.

Creation of a Multi-Stakeholder Governance Body

To ensure the success of the new policy, the Ministry of Sports will be responsible for establishing a special Steering Committee dedicated to overseeing the implementation of the PNPEMR.

The new committee will comprise representatives from sports organizations, law enforcement agencies, and licensed betting operators. Some of its key duties will be to approve the official Action Plan.
