Namibia Gambling Board Opens Bids for Monitoring and Licensing Systems

The Gambling Board of Namibia has opened two major tenders as it continues its plan to reform the country’s betting and gaming industry.

Established under the Gaming and Entertainment Control Act of 2018, the Board is inviting proposals for new systems that will strengthen compliance, improve transparency, and modernize licensing processes.

Interested firms can obtain bid documents at no cost, but must register to ensure they receive clarifications and updates. The deadline for submissions is set for 29 October 2026, with all proposals required to remain valid for 90 days after submission.

Central monitoring and licensing overhaul

The first tender, SC/RP/GBN‑01/2026, covers the supply, deployment, and maintenance of a Central Electronic Monitoring System.

This remote, real‑time platform will record and report gambling activities across all licensed operations, as required under section 90 of the Act. The system is expected to track significant events involving gambling machines and provide detailed analysis of the resulting data.

All machines must be electronically linked to the central system, with licence holders responsible for installation costs. The assignment is scheduled to run for six months, and a pre‑proposal conference will be held online on 1 October 2026.

The second tender, SC/RP/GBN‑02/2026, focuses on licensing and workflow infrastructure. It calls for the design, customisation, and long‑term support of an automated document‑centred system that will handle applications, digital workflows, and secure storage of sensitive records.

This project, set to last 60 months, aims to streamline licensing, strengthen compliance monitoring, and improve reporting. A separate online conference will also take place on 1 October 2026.

Requests for clarification must reach the Board by 22 October 2026.

Namibia sets sight on N$100m by 2030 goal

This latest tender call comes only months after the Ministry of Environment, Forestry and Tourism launched a nationwide consultation to gather views on gambling and lottery reforms.

Between March 24 and April 9, officials visited all 14 regions to hear directly from communities and industry players. The consultations were meant to ensure that changes under the Gaming and Entertainment Control Act of 2018 reflect the realities of the sector, while also tackling illegal activity and strengthening accountability.

The push for reform ties into Namibia’s broader economic agenda. Under the sixth National Development Plan (NDP6), the government has set a target of generating more than N$100 million in gambling revenue by 2030.

Officials stress that the reforms are about more than revenue. By modernising licensing, tightening oversight, and addressing illegal gambling, the government hopes to build a sector that is both profitable and sustainable.

Namibia joins Kenya, Ghana, Mauritius, and Burundi among states that have launched or are working on a country-wide gambling monitoring system.
