Moldova iGaming Market Research Report

Moldova is a developing landscape in the iGaming industry with growing regulations and player activity. The iGaming industry is regulated under Law no. 291/2016 and is increasingly developing with stricter limitations on advertising and further regulation by government authorities, most notably the Public Service Agency. These regulations are part of an ongoing effort to protect consumers while growing the expanded market. Moldova’s gambling market is developing due to active player involvement and payment methods, and it is becoming a favorable market for operators looking to enter Eastern Europe.

Market Overview

Market Size and Growth

The gambling industry in Moldova is on track for substantial growth, with an estimated compound annual growth rate (CAGR) of around 12% in the period 2023-2029. This growth outlook is aided by the increasing adoption of the internet, which is currently estimated at 78% penetration, and rising mobile device ownership, which allows consumers to access online gambling channels with ease. While there is very few data available in the public domain relating to gambling revenue, some prominent local operators maintain that they achieved net profits exceeding $5 million in recent years, implying that the industry is proving to be profitable and that there is an opportunity for further growth. The gambling ecosystem incorporates several verticals, including betting, casino games, and lotteries, all of which are contributing to a broader, expanding gambling ecosystem.

Demographics of Players

The player demographic in Moldova is generally younger, digitally skilled, or used to digital play. There is a cohort of much older players, but the focus is on mobile-first players. Males make up a larger portion of the player base, which is consistent with global gambling markets, although there is a fair amount of action from our players. Most of the action is within the 18-35 age group, but female players have emerged, leveraging increased game diversity, inclusive of poker and lottery. Demographic preferences shift among groups. Younger players show a preference for sports betting, traditional poker, and casino games, while older players favor more traditional casino games. Increased technology adoption should support sustainable long-term growth and continued shifts in the overall gambling behavior.

Regulatory Landscape

Overview of Existing Gambling Regulations

In Moldova, the gambling industry is mainly regulated by Law no. 291 of December 16, 2016, which establishes the organization and conduct of gambling activities. This law describes the rights and obligations of game organizers and players, the state policy on gambling, and the limitations to protect morality and the legitimate interests of citizens. There are several public authorities, including the Public Services Agency and the State Inspectorate for the Supervision of Non-Food Products and Consumer Protection, that supervise the gambling functions and enforce compliance, including protecting players and encouraging responsible gambling.

Licensing Requirements and Regulatory Authorities

The Public Services Agency is responsible for licensing gambling activities. They issue licenses to land-based casinos, sports betting shops, and lottery operators. The licensing requirements are that they:

  • Are a legal entity registered in Moldova,
  • Have a minimum share capital of MDL 5,000,000, and at least 70% of the share capital must be cash.
  • Have at least five years of gambling experience, either in Moldova or the EU,
  • Guarantee unpaid player winnings as protection for consumers,
  • Connect gaming machines to the state’s online monitoring system for accurate transparency.

Licenses must be renewed each year, and no more than 49% of ownership may be held by foreign shareholders to protect national interests.

Taxation and Compliance Details

Moldova has a fairly tough gambling tax regime, with licensed bookmakers incurring a 12% tax on the revenue of the betting shops, plus a tax of 28% of the total amount bet, the total of accepted bets. When players win amounts greater than 240 MDL, they will be liable to a 12% tax on their winnings. Licensed operators are also required to connect their payment and gaming service to the government’s cross-border monitoring system, so that the government can accurately report taxes and follow Anti-Money Laundering (AML) compliance. The government then uses a portion of the gambling revenue for social purposes, such as education and sports. Operators must comply with several other regulatory requirements, including responsible gambling policies and robust anti-fraud controls.

Upcoming Changes in Legislation

In recent events, a draft law has been presented in parliament and will ease the current complete ban on gambling advertising. The draft law will allow some advertising, but will have limited opportunities as it will only be allowed during limited hours (10 pm to 7 am) and during limited formats, and require warnings about the risks of gambling (at least 20% of space or time). Operator advertising for high-risk games (i.e., slots and casinos) will still be prohibited. This is a notable step in the legislative process as the process of legalizing gambling progresses, moving social responsibility initiatives and the health of the gambling market forward. It has the potential to provide more opportunities for advertisers while maintaining strict regulations.
