After years of delays, Missouri’s betting market is finally becoming reality, and it’s already throwing up surprises before the first wagers are placed.
The Show Me State is on track to launch sports betting on December 1, a milestone secured after voters narrowly approved a ballot measure in 2024. With just months to go, operators are racing to secure licences, cut deals and prepare for what is expected to be one of the most competitive market openings in the US.
Licences spark unexpected decisions
The Missouri Gaming Commission recently issued its first set of untethered licences, the most valuable category on offer. These permits allow operators to go live without partnering with a casino or sports team.
Industry insiders expected the two biggest names in the market to walk away with them. Instead, commissioners surprised many by granting one to a smaller operator with a reputation for appealing to high-stakes players. Regulators said they wanted variety in business models, not just two carbon copies of the same approach.
Finding other routes into the market
Those left out of the untethered race have been quick to adapt. Several brands have struck market access deals with Missouri’s professional sports teams or casino operators, ensuring they will still be in position to launch in December.
It’s a reminder of just how much is at stake. Some operators are projecting hundreds of millions in revenue once the market matures, underlining why no major player wants to be left behind.
From gridlock to green light
For years, sports betting in Missouri was a political stalemate. Lawmakers failed multiple times to pass bills, blocked by disagreements over taxes and regulation. The deadlock only broke when the state’s sports teams pushed a ballot initiative, backed by heavy investment from industry leaders.
More than $40m was spent on the campaign, which scraped through with just over 50% of the vote in November 2024. It was a narrow margin, but enough to open the door to legal sports betting after years of frustration.
Plenty of competition expected
With the rules now in place, the market is already attracting a long list of applicants. Partnerships are being formed with local casinos and sports teams, giving both international operators and homegrown players a chance to grab a slice of the action.
The state has set a 10% tax rate on betting revenue, which will influence how operators balance promotions, customer acquisition and long-term growth. Regulators hope the mix of established giants and niche challengers will bring both variety and healthy competition.
Countdown to December
Applications for tethered licences are due by September 12, and the commission has made clear that only those meeting its standards will make the cut. By December 1, Missourians will finally be able to place legal bets, and the line-up of sportsbooks will be revealed.
After years of political battles, close votes and regulatory twists, Missouri’s sports betting market is ready to launch. And if the early licensing decisions are any indication, the story ahead won’t be predictable.
