The Secretariat of Prizes and Betting (SPA), a body of the Brazilian Ministry of Finance, has extended the Cooperation Agreement No. 21/2025 signed between the organization and the Brazil Digital Council. The Addendum Term was made official this past Tuesday (30) and published in the Federal Official Gazette the next day (31).
Originally set to expire on December 31, 2025, the deal will instead expire on June 30, 2026. This was made to ensure the continuation of the programs being jointly run by the two bodies within the framework of cooperation that has been established.
Agreement Maintains Original Terms and Strategic Focus
The agreement, which was formalized through process No. 19995.000426/2025-01, extends the original terms previously settled by the Secretary of Prizes and Betting and the Brazil Digital Council. The new period meets the maximum limit of ten years, within which the institutional agreement can last.
The Addendum Agreement has been signed by Regis Anderson Dudena, Secretary of Prizes and Betting, on behalf of the Ministry of Finance, along with Felipe Melo França, Executive Director of Brazil Digital Council. The official signing of this Addendum Agreement occurred one day before the expiration of the initial deadline, clearly emphasizing the importance of avoiding interruption of cooperative efforts.
As the official document states, the aim of the extension is “to ensure the full execution of all actions provided for in the original instrument”, emphasizing the importance of the ongoing initiatives in the institutions. Even though the agreement does not clarify the details concerning the execution of each activity, it highlights the need for continued coordinated efforts in the first half of 2026.
Strengthening Cooperation Against Illegal Betting Content
The original agreement, signed on July 3, 2025, established a framework of cooperation aimed at preventing, detecting, and removing content related to betting activities that are not in line with Brazilian laws. Among the core aspects covered in the original agreement was facilitating faster communication between the SPA and digital platforms for easier reporting and removal of content not in line with Brazilian laws.
This agreement will also strengthen the commitment to the protection of minors in cyberspaces, with the parties agreeing to the shared goal to “promote greater effectiveness in the enforcement, within digital platforms, of legislation aimed at safeguarding children and adolescents.” This aspect will ensure the role of this cooperation agreement as a vehicle to enhance safety, compliance, and integrity in the cyber betting environment, especially on social media platforms.
Participation of Leading Technology Companies
The Brazil Digital Council, established in 2019, represents eight large technology companies in Brazil. It comprises Google, Meta, TikTok, Kwai, OpenAI, Discord, Hotmart, Uber, and Amazon. The Brazil Digital Council has been working in partnership with the Ministry of Finance since the creation of the initial agreement in 2025 to improve responsible technology practices.
Participation in the Council helps in creating collective responses to the rising challenges within the online environment, especially those involving unauthorized and non-regulated betting promotion. The collective strategy also informs public betting regulatory supervision duties performed by the Secretariat of Prizes and Betting, whose mandate includes the regulation and supervision of lotteries and betting in Brazil.
Continued Collaboration Into 2026
The Ministry of Finance’s extension of the agreement until June 2026 reveals the sector’s determination to improve institutional cooperation and monitoring in a very crucial moment of regulatory enforcement in the Brazilian sports betting industry. The move is perceived to have a very positive impact on legal compliance, safety mechanisms for users, and the alignment of government governance and the governance of the platforms.
This initiative also emphasizes that there is a further recognition of the importance of cooperation between public authorities and digital platforms in meeting challenges in this digital wagering landscape in Brazil.
